Berlin, Ont., Aug. 16.—The heav- iest hail and rain storm for some years passed over the northeastern portion of the town this afternoon, and did considerable damage. Over 400 window panes in the Ontario Sugar Co.'s refinery were broken. In Bridgeport every house had win- dows broken. Hailstones over an inch in diameter were numerous. It is a mistake to think that all the responsibility for snaking a municipality prosperous rests upon the five or more men who are elect- ed from year' to year and are called the council.
