It was a heavy job !taking care of

Such a saintly man, so splendidly
endowed with mental and spiritual
ability as Reginald Heber is not pro-
duced in every generation. He was
born in 1783 at Mal,pas, Eng., educat-
ed at Oxford, a member of a wealthy
family, and very early in life gave
evidence ' of literary. and scholastic
ability. When only a child he wrote
poetry of good quality, and at Ox-
ford where he won many other hon-
ors he obtained the always greatly
coveted Newdigate • prize, with his
magnificent poem "Palestine."
Sir Walter Scott, novelist and poet
avas •his, friendly critic before he sent
in his poem, and the poet Southey,
the historian and hymn -writer Dean
Ullman were among the brilliant men
attracted to his company, by his gen-
ius. As soon as he was old enough
he, was ordained to the ministry of
the Church of England, and soon af-
ter became vicar of Hodnet,

to war," "Brightest and best of the
sons of the morning," "Thou art gone
to the grave but we will not"'deplore
thee," "The Lord shall come the
earth shall quake," and' the glorious
hymn to the 'Trinity, "Holy, Holy,
Holy, Lord God Almighty" -fifty-
seven of our valued hymns in all, The
only adverse criticism that has been
directed against" his hymns, is that

they are elaborate and highly finish-
ed, which is, rather than otherwise,
a credit to his desire to effete as praise
and prayer to Ged only what is real-
ly of the finest workmanship.
It seems now to be rather lament-
able that the Archbishop of Canter-
bury and the Bishop of London 'con-
sidered the time inopportune for giv-
ing Heber, Milman and some friends,
permission to complete and publish.

and superb poetical taste, would have.
given us a splendid model hymnal.
As ' it is the national branch of the
Catholic Church in England never
has; had an officially authorized col-
lection of 'hymns excepting those tak-
en from the Bible in her Prayer Book
and the inspired Jewish hymnal
known as The Psalms of David.
It was when he was forty' years
old, that he was offered, and felt
constranned to aecepk, the bishopric
of Calcutta in India, For three years
he did wonderful work in India, his
labors for his people being incessant.
On April 8, 1826, at Trichinopoly,
he 'administered the grace of confri-
mation to forty or fifty persons. In
bis address to the candidates he ask-
ed their prayers for the clergy, "that
it may be given to us also to walk
in this present life according to the
words of the gospel which we have
received of the Lord,, and to rejoice

our care in that land where the weary
shall find repose and the wicked shallnt

behold God as He is, and be ourselves
made like unto God in innoeence and
happiness and immortality."
That service: over he went to his
bath, where he left his body and went
on' to the foretaste of bliss in Para-
dise.

You act as the judge. One thing is sure, he will do all he can

Administration of public utilities by a Commission directly
. responsible to the people, is becoming'more and more popular in
Ontario, and, in fact, is the logical way of administering all muni-
cipal matters. With the advent of Hdro in Wingham the light-
ing, power and waterworks 'systems were placed in the hands of
a Commission, which is camposed of W. Holmes, Chairman, W.
H. Gurney, and W. A. Galbraith, Secretary, with Herbert Camp-
bell, Manager. Wm. Holmes has spent 45 years in Municipal af-
fairs, has been Chairman of the Commission since its inception,
` and is likely to continue at his pleasure: Wingham gets excellent
service from its electric service, and also from the Waterworks
Department, with comparatively few interruptions, and those be-
yond the control of the Commission.
The Commission operates for the public ;advantage in every
respect, one of itsactivites being the electrical store, where every-
thing electrical, from lighting bulbs and fixtures, to electric stov-
es, washers, irons and refrigerators, are for sale. These are sold
on hydro principles --quality and as near cost as possible, with
