It seems now to be rather lament- able that the Archbishop of Canter- bury and the Bishop of London 'con- sidered the time inopportune for giv- ing Heber, Milman and some friends, permission to complete and publish. an official hymnbook for the Church of England. Heber': piety; talents and superb poetical taste, would have. given us a splendid model hymnal. As ' it is the national branch of the Catholic Church in England never has; had an officially authorized col- lection of 'hymns excepting those tak- en from the Bible in her Prayer Book and the inspired Jewish hymnal known as The Psalms of David. WINGHA,M UTILITIES COMMISSION Administration of public utilities by a Commission directly . responsible to the people, is becoming'more and more popular in Ontario, and, in fact, is the logical way of administering all muni- cipal matters. With the advent of Hdro in Wingham the light- ing, power and waterworks 'systems were placed in the hands of a Commission, which is camposed of W. Holmes, Chairman, W. H. Gurney, and W. A. Galbraith, Secretary, with Herbert Camp- bell, Manager. Wm.
