Halifax, N.S; -having succeeded,
by the Privy ,Council decision, in es-
tablishing its right to abolish the
Legislative Council, which is the sec-
ond chamber of the Legislature of
Nova Scotia, the government of the
province will proceed in due eo'ars.o in
reforming the Legislature into a
singlo chamber.
The Council consists of 21 seats.
There are at present 17 members; the
four vacancies, owing to the, uncer-
tainty of its continuance, not being
filled by the Government. Member-.
slii n the' Council is noneleetive, the
'tubers formerly being appointed
life by the government in power,
l.,r.eo years ago. -tile constitution of
the chamber wasreformed by making
the appointments then, and there-
after for 10 ,years only Owing to the
long tenpin of office of the Liberal
Party in the Provincial Government,
the Council had become almost ex-
clusively Liberal; in fact, when the
present Rhodes or Conservative Gov-
ernment came into power in 1925,
therewas only one Conservative mem-
her of t;ro Council. The Premier,
N. N. Rhodes, filled twa of the vac-
" fancies by appointing two members
favorable to his government, and then
proceeded'to take steps for its aboli-
tion. ,
There were four questions submit-
ted to the Privy Council, after the
Supreme Court of 51ova Scotia had
failed to agree on the case submitted
to the full I.L.nch. These questions
were:
1. Has the Lieutenant -Governor
purer of appointing so many mem-
hers to the council that the total num-
her bolding office world exceed 21,
or c+cen`1 the total number who hold
union under
time n
elflike d the ,a e of the
the Willett North America Act?
An- tier -Yea
2. le the nientherehip of the Coun
ell limited in number? Answer -At
present a full House is 21, blit the
number can he increased by the Lieu-
tenant•Goveruor in Council.
3. Is tenure of office of members
appointed prior to May, 1925, during
pleasure or good behavior for life?
Answer ---During pleasure.
4. If such tenure is during pleas-
"' ure, is it during the pleasureofHis
Majesty, or during the pleasure 'of
His Majesty represented by the Lieu-
tenant G Ovvrnor.
The procedure that will .now likely
be followed by Mr. Rhodes will be
Alk either to call a special session of the
111. Legislature, appoint sufficient sup-
porters of the Government to the sec-
ond chamber as will enable the Gov-
* eminent to have in the council that
majority that will pass an abolition
bill; or wait until the usual winter.
session of the Legislature and take
sorb action then.
With the abolition of the Nova
Stena legielativs council, Quebec will
be the only province of Canada main-
taining her bi-cameral system of goy-.
eminent.

Hospital for Sick Children
07 College St., Toronto 2, Ont.
December, 1927,
Dear 141r, lIditor:-
Moot o1 your readers are well
aware of the wonderful service
which the hospital for Sick Chil-
dren In Toronto Is enabled to per-
form through the generosity of its
friends. During the Christmas
season the hospital appropriately
makes its annual appeal for the
funds necessary to carry on the
work throughout the new year.
Now is the time to give tangible ex-
pression to the feeling o1 goad -will
which "The Siert I{ids" Slospital-
as it is familiarly called -has won
for itself in every part of this
Province.
The magnitude of the Hospital's
task continually enlarges. In its
little blue cots there are always
nearer three hundred than two
hundred youngsters being tenderly
ushered back to health and strength.
For every patient a dollar a day
must be secured through voluntary
contributions which adds up to at
feast $100,0.00 for each year of the
hospital's ministry.
Its service, however, is not con-
fined to its own four walls. Note
these arresting facts. The infant
mortality rate in Ontario is 78.5,
while In Quebec it le 142. In our
towns and cities the loss et infant
life 1's less than half what it is 1n
the sister province. Now, for On.
tario's priceless advantage, ono out-
standing mien is the maintenance
by public benevolence of a world-
famous provincial Institutton deli.
Dated to the dare of the on -coming
generation. An entire department
of the Hospital for Sick Children is
devoted to the care of babies under
one year of age. Here every aid
which medical edemas can devise Is
extended to help the tiny patients,
through the first hard round in,
their struggle for existence.
Familiarity with the methods,
hero employed is an lnvalpable,
asset to doctors and muses enlists;
Ing for service in the homes of they
province. Thus is the childhood of
even the most remote community,
within the compare of the wide-
spread ministration of the Hospital
for Sick Children benefitted. It is;
Indeed a work for humanity which
deserves cordial remembrance at
