lations governing Flat Rate Water Heaters pro-
vide that:
(1)
Installation and maintenance costs
to be borne by the consumer.
(2) Rates to be Thirty-nine Cents
(.39) per One Hundred (100) watts
of band heater.
(3) Tanks must be insulated.
(4) Band heaters to be controlled by
thermostats.
Applications are to be submitted to the Public
Utility Commission office before installation is
commenced by the contractor.
