TAX A
ISLE
REARS
At the regular meeting of Sea -
forth council Monday evening un-
paid taxes and building permits
were main topics. Council decided
to study a plan for a sewer for
the new separate school, A bylaw
setting the mill rates for 1900
was passed,
Councillor Daly proposed that
commis draw up 0 bylaw re build-
ing permits at next meeting,
On the question of trailers, the
councillors said tete rate of levy
on trailers had been raised from
a maximum of $10 a month to $20
a month. Council would have to
pass a bylaw setting rate, Rate
would not apply to trailers in a
trailer Damp, enelr as the one at
Clinton.
Councillor Daly said the com-
mittee had consulted Clinton, no-
clerich, London and Stratfor6 re
building permits, Council agreed
to the appointment of I•Iarold Ma-
loney to continue as building in-
spector. Decision to issue permits
is lett with the inspector, who
can consult the chairman or the
council on special problems,
Councillor Nelson Cau'dno re-
commended that the building in,
specter receive half the fees. The,
councillors said it would he im-
possible to get a man to devote
full time to the womb,
Councillor Brady led a discus,
sion on the difficult problem the
council faces in collecting out-
standing taxes and arrears. He
had a statement from the town's
bank showing details of collec-
tions and tax arrears over ten
years, 1950 to 1950 on Dec. 31 of
each year.
Unpaid taxes in 1900 was $14,-
000 or 23%. In 1959 this had risen
to unpaid taxes of $57,000 or 38%.
A tax sale in 1956 htad reduced
the percentage of unpaid taxes,
but still left $37,000 taxes unpaid.
Councillors complained that it
is some of the largest taxpayers
who are the worst offenders.
A stiffer penalty an unpaid tax-
es might help, councillors suggest-
ed,
Councillor Cardno reported no
developments mi the industrial
front.
Reeve Ball reported no families
on relief, He said county council
was meeting this week,
Councillor John Turnbull told
council the Municipal Board had
written for details of the towns
finances in connection with the
sewer project in the northwest
portion of town.
Councillor Turnbull said he had
submitted a proposal to the Ont-
ario Water Resources Commission
in connection with supplying a
sewer outlet for the new separate
school, the idea being to run a
sewer to George street and to
main sewer on Crombie street.

Sewer Connection on
Market Street
At the town council meeting on
Monday Councillor John Turnbull
said that the builder of the new
bowling alley on Market street,
Gary Kelly, had offered to slut a
connection along Market street to
the sewer on the west side of
Rain Street at his own expense
if the town would fix up the road-
way afterwards,
Councillor Rivers, the Streets
Chairman, said he was agreeable
if the connection went along the
north sidewalk where it would'
have little effect except where it
crossed High Street.
Councillors wondered •how deep
the connection would go and if
there was danger of a cave-in
which would hurt the road. Coun-
cillor Rivers said there was Tittle
danger in dry weather, It would
be about 10 feet deep back of
Sills' store. Councillors decided
this was not their worry but the
contractor's.
Mayor Christie observed that
the original permit had been for
the bowling alley to face on Jar-
vis street^ Now the building
which was being rapidly con-
structed,- faced on Market street,
'Councillor Rivers said Mr.
Kelly and his foreman had come
to his house one evening and
asked for permission to make the
change, Mr, Rivers had told them
he felt that council would not ob-
ject,
