Morris. Sec,-'1'reas., Ontario School 'Trustees'. and Ratepayers' Association,). thestatistical According to sia ca1. l 'e 1 1 0its of the Department :.of Educatio-n, there havebeen from 900 to 1000 rural schools in the Province of On- have had an . average ,attendance of from 1 to 10 pupils each. Those schools are considered to be neither economical nor efficient. It is impossible for the child to receive such training as will fit him to. co- operate with others, and play his part in life, when in eprly years he receives his training ie isolation. There can be little if any competi- tion in the Class rooms, on the school grounds or in other activities where- by .the children learn to work to- gether. It must be'veiy; disheartens ing for the teacher toi'atte rpt to in-, terestone or two pupil '.in. a doss, She has to put more etithusiaSm into her 'work to make uppfoi,:the lack of competitioh.. The teacjiing • process .becomes a mere routine of imparting information. 'Pupils mliy be, able to pass the entrance examination at an .early age, but we bruit remember 'that, the 'mere passing of examina- tions is not education, • A eonvention'of 'school` trustees of the county of Carleton was recently hold in the city a Ottawa, where this meter n<tt er was gone into very thor- oughly. Inspector R.C. Rose called attention to a number' of schools having v g an average attendance of from 2 to 7 pupils. It wassingular' that most of the schools had no local trustee levy. Sallie of them, had. a balance in the. bank of • over 21400. They.. drew' the Township and the, Provincial'CGrants, The school boards declined to take advantage of the school • Riagulations by, .which the few pupils in. one .school 1 -nay be transported to the adjoining school. 80 was pointed out to them by the Inspector that they would receive the Township: , Grant and the Provincial' Grant if necessary, to pay for the transportation. It was considered that a few hundred dollars would paver tine transportation, and they would not theiefore require all of those grants. School Boards' hesitate to close their schools, even temporarily, for: fear it would result in depreciation of the, value of the farm property. It might' also be difficult, they say, to re -open these schools. They eon Sider it a step in the centralization of. educational control, The, following•. resolution pas- sed as- , sect by this convention: -Whereas there are many- small .schools in the Province of Ontario that, are neither economical nor.. efficient; Wlaereats the School Regulatione' provide; ler; the transportation of pupils from one small school to another; 'Therefore. be is resolved that it be made com- pulsory upon. sehool boards; where there are four or less pupils in aver- age attendance to close the school temporarily and transport the pupils to ae adjoining school un1 s s• they can satisfy the Publicchoo S 1 Inspec- tor that it would be impracticable, This throws the burden upon the sehool board.
