The Mitchell Advocate 'completes "thin week its sixty-ninth ' year and 'les been all ' that time. under the inaitagethent of the Davis :family, 'Xi, II D .ITavis, the present editor, 'and publisher, is a son of the late W. 'R,, Davis, one of the two brothers who •-started the..paper three stere' and. 'Pine years ago. The Advocate will .'soon have reached the' allotted span of human life but a newspaper, un - 'like a nsan,'often grows stronger and more. vigorous the older it grows, which seems to be the case with The Advocate. May it be still merry at a hundred and : may the genial H. D. continue at the helm for many a long. year. • • The Kitchener Daily Record enter- tained members of the Provincial dailies at a dinner on Tuesday of last week in honour of the opening of their Zne new office building. The 'weekly press was not invited to this party but we each receiveda copy of th paper issued that day, an issue of 104 pages of news, special articles,. advertising, etc.,, enough reading to. `have kept a whole' fancily' in reading natter for fortnight away back in the sixties or seventies, but it was dished up all in One day by that bust- ling daily in that young and bustlin/ city of Kitchener. On one of those 104 pages was a photographic repro- duction of the first issue of The. News, the first newspaper published in Kitchener in 1878. The News was later'. taken ever by The Record, and , xt seems to be finding the going pret- ty smooth, to judge by the expansion. u * 0 * Clinton's taxrate of 50 mills looks 'login but the taxes paid may not be any higher .than in many towns with 'lower' rates. Clinton's assessment rate is low, property` is rated low. Of corirsC it may be argued that what property can be bought for is what it is wckth. But in a ''town like Clinton, where houses are net too plentiful, they should bring when offered for sale somethat near- er the price which itwould cost to re- place then. If property sold at near- er its real value and the assessment 'was raised accordingly the tax rate. might be very much lower.. It would look better before the world and those having property. to'dispose' of would receive something like value Zak what they have to sell. Less than $2000 is a ridiculous price to pay for a house which could not be built for. -anything ' like that _money. .4 50 -mill tax rate is high and there Are two or three ways od. lowering it, one is by cutting d'o'wn expenses, 'which is 'difficult, in this age,' wheir citizens insist upon every ntiodern convenience and appliance, another is by :getting a larger' population, thus spreading the expenses of .running the town's businss over a larger area, and still another by raising the ass. •essntent to a•figure nearer -,to the •actual value of tine property assessed. 'The latter expedient would not Bower ..the takes any, of course, but a lower mill rate would look beteg. The .Fat'nter's Advocate last week 'hadthe following comanent, which nhay have a kernel of truth,in it: "If ratepayers weuld • combine to •elect a `pay-as-you-go' council, this -sensible method of fine—tieing—would eventually commend itself; to Provin- •dial and Dominion administrators. We are the victims of our own foolish- ness, and" as long as we elect the-de- benture he•debenture typo of spondee our. tares And our indbtedness will both Contin=' me to grow." On the other hand if a municipality Tike Clinton were to wait until it -could pay for the instalation of. wat- erworks, paved streets, ete., it would -never have thein, whilst by the adop-, tier of a debenture system ,provision can'be made, without seriously hurt- 'big:anyone, for their payment. Who, for instance,. :in Clinton would go bne1x to the old door -yard -pump days? Nevertheless, Care should'betaken that the municipality does not go too -deeply into debt:Such a state is just as .dangerous for a municipality as for an individual. Mayor Oa1, Combe remarked, as the estimates were brought down the either night at the council meeting, upon, the compare-. tive smallness of theamount of. mon- ey which the council really controlled. The schools, and the handling of out- standing debentures- use ^up.a large amount , of the yearly taxes. Dur- ing the years which the present owit t er has been Attending the council meetings far the purpose of 'report- ing eporting them there has been little'sign of extravagance On thePart of the mem- bers of the cciuncil. Usually the es- tiniatesaro made With, eare and loath• proposed loublay is examined with a ACM" to getting the best' value for the money expended. If any bus mem- ber o-1 any council has been disposed to be lavish v there were always others. ready ° to apply the check. What Chu - ten needs is not so much a more e eonimieai council but some more pop- ulation to assist in carrying civic responsibilities and flus we may hope to have if our industries are encour- aged to expand and grofw. In the meantime y;e are not suffering great- lyr as comparison with conditions in other towns• of the same size will show. Meaford,'a.town oplyslightly larger than Clinton,, has a rate this year-lef 49.5. mins; ,the council evid year of '49.5 mills, the coming evi- dently •shaving down to keep under ,the 'roma ¢0.` Births .; NEWCOMBE In Goderich, on April let, to >Mr. and Mrs. Jno.
