Since 1914, prices in general have increased about 50 per ,cent., but the increase in the unit value.ofr•imports amounts to only 22 percent., and the increase in volume of .imports to 35 per cent. If it were assumed that 1914 prices had been uniformly increased by 50 per cent., the imports in 1927,woeld have cost 91,280 million instead of only 91,030 million. . The change in prices, then; saved Canada 9230 million- on actual imports of 1927, as compared with what have Been paid for these same goods had the advance in prices been at a -uni- form rate of 50 per cent. for all com- modities. - Eeports—In a like_ manner the crude value of Canadian exports increased 189 -per cent. between 1914 and 1927, and the revaluation indicates that the volume of exports has been increased. bye -about 100 per cent., and that the value has increased 45 per cert, per unit. This represents a loss of about 8% per cent. on exports, as compared with the amount -which would have been. obtained hal all Canadian ex- ports increased 50 per cent. in value. Canada would then have received $1,- 314,000 instead of $""1,252,000, a total of $62,000,000 larger than the amount actually obtained. Balance of Trade—The dollar value of the commodity balance of trade ac- tually achieved in 1927 gave a credit to Canada amounting to $222,000,000. If the imports and exports aro re- valued on a basis of 1914 prices, Can- ada's favorable balance would have amounted to only $54,000,000. The difference, then, between $222,000,000 and 954,000,000- or 9168,000,000, repro. sante the not gain in Canada front the changed relationship in world prices. In the twelve months ending in July, 1928, the profit to Canada fronr the readjustment in price amounted to 9130,000,000. Tim Bitobi Dani has been constructed et Baskatong, some 200 miles north of Ottawa, and this provides a storage bdsia estimated to contain 95,000,000,000 cubic feet of The new dam, vtich will be of crib construction, wilj►•be 80 miles further north of the outlet of Cabonga Lake, and will'brovide a storage basin allout half the size of the other. The Foun- dation Co. of Montreal has been award- ed the contract for the work, and is already engaged in treking supplies in to Cabonga Lake. A Home Office statement stated: "The increase in volume of noise is largely due to the increase of motors and of the uses to which motors are put and to the abuse of the various types of horns. The minister has de- cided that draft regulations directed to abating the nuisance of the motor triffic noise should be prepared. Such regulations will be subject to consul- tation between the Minister of Trans- port and the motoring organizations and ropresentative9 of public author- ities, whose views •will be carefully considered. After the regulations have been made, the police will be advised by the Hoare Secretary as to the steps to be taken to insure their observance, with a view to decreasing the nuisance from which so many people now suffer." Interprovincial taw Suit efore Canadian Courts Question of the Control of Water Powers and Navi- gations Is Issue Ottawa. -A legal battle between the Dominion and the provinces on the question of the control of water pow- ers and incidentally navigation has opened in the Supreme Court of Can- ada before a full bench of seven judges and with an imposing array of eminent counsel representing both sides. Such matters as the development of the potential powers of the St. Law- rence, both international and -inter- provincial in character, the develop- ment of water powers in the Ottawa and other power projects are involved; and the issue 11 probably one of the most important that has come before the courts in years. Ten questions have been placed be- fore the court for the purpose of ob- tainig answer's to satisfactorily eluci- date 'the whole question of the division of legislative control over the pro- prietary interest' in water power be- tween the Dominion and the pro- vinces." ' The Dominion takes the stand that when powers are developed from works which it constructs to aid navigation it owns such surplus powers, which the provinces will contend' that water powers were vested in the, provinces before confederatic-i and were not transferred to Domh ion domain by virtue of the British North American Act, and further, that any treaty res- pecting an international waterway must be subordinate to the act.
