that Dr, Steele received 118 of these
votes, while Mr. Forrester was credit-
ed witb ooly three votes. These re-
turns give Dr, Steele a majority of 57.
The civilian vote 'in Canada gave For-
rester a majority of 273, being 2,700
for Forrester to 2,427 for Steele.
The soldier vote in Canada and the
United States was Steele tit, Forrester
4. The overseas vote outside of Eng-
land was, Steele 164, Forrester 6, In
England the vote was, Steele 118, For-
rester 3, The small vote for the oppo-
sition candidates among the soldiers' is
easily' accounted for. Letters received

hospitals who wished to vote for Mr.
Forrester were not allowed to do so,
while others in the trenches were not
given a chance to vote at all. Ballot
switching and other means of cheating
the ballot are reported to have been
freely employed, and the whole military,

only a fraction of the allegations tirade
are found to be correct, the election of
1917 will go down in history as being
won by the most unscrupulous methods
ever resorted to in Canada. One of
