OUR OTTAWA LETTER.

of the week do not open pp a very re•
assuring prospeet for an early prongs, -

A SECOND ENOCR OUT.

and a vast amount of virtuous indignation
expended over the supposed desire of the
Government to prevent the exposure of

A RUSTLE IN THE DOPE -000.
The extraordinary little squabble
which has developed recently in the
Tory camp bas perhaps attraoted more
attention than any other political event
of the moment. Of the details of the
quarrel the country Dares but little. If
the Tory party organization does not pay
its official staff according to agreement
and if the individual members of the
party threaten to repeat the performance
of the Spring of 1896, and develop anoth-
er "nest of traitors," it is a matter for
them to settle among themselves. OE

exposure and eradication of any and all
arookedneasin elections without regard
to the party implicated, but the Govern•
went has already provided fora thorough
and impartial investigation into these
matters, and if the present strained re-
latione in the Conservative camp armlet
in facilitating that investigatiou, eo much
the better for the country.
WE ARE A HAPPY FAMILY.
The incident however has one impor-
tant feature inasmuch ae it incidentally
disoloses once more the hopeless chaos
whioh exists in the ranks of ibe Opposi-
tion. It is an open motet in
poiitioal oirolee and has been ever
eines before the last campaign, that the
relations existing between the numerous
leaders of the party are far from being
harmonious and happy. The conditions
which led up to and developed the ex•
plosion four years ago when seven
Ministers of the Crown threw up their
portfolios and compelled Sir MacKenzie
Rowell to resign bis Premierehip in favor
of Sir Charles Tupper have never been
ameliorated. The soreness and bitter -
neer caused and aggravated by that his-
torical event are etill there and even the
characteristic aeenranoe of Sir Charles
Tupper namely prepared the mouthy
for the assertion he made in the House
the other day that everything was per-
feetly lovely within the political fold over
which he praeided. The very opposite i0
so notoriously the faot that even hie owu
followers in the Home looked astaniehed
when he made the statement.

New floors have been put on several
bridges this Spring but there still re-
mains a large amoaut to be done in
repairs this Summer. The amount of
orders issued from let of January to this
date by me, $502.14. Amount of money
required for roads and bridges will not
exceed 30,800 for 1900, required for
Co. buildings and their repaire 31,400.

There ie only one inmate in the jail at
Present, Matthew Saudford, of Hawick
township, awaiting trial for eattle steal•
ing. Jos. GRIFFIN, Jailer.

I have repeatedly regneeted that im•
provemente should be made to the jailer's
residenee in Goderich, as it is not in a At
condition either as to room apace or
sanitary requirements as a residence for
Jailer's family. When making my last
inepeotion I advised that the stone wall
in front of the residence should be taken
down and that the present house should
be raised by some 2 or 3 feet and a atone
wall placed under it, the ground exoavat-
ed so that a furnace can be placed in
the basement and a drab laid from cellar
to tbe river. Then another storey, with
mansard roof, will have to be put on top
of the pre0eut building. There is enough
atone walla to be taken down whioh if
properly disposed of should meet the
above expenditure or very near it. I am
in hopes that tbe Connell will earnestly
take,bhis matter iu hand without further
delay and that by this time next
year they will have the necessary im-
provements completed. Please lay this
communication before the Go. Property
