Christian Duty and
Public Affairs,
Civil authority is a Divine institution.
Parllaments, town oounoile, judges,
magistratea, have their place in the divine
order, The Christian man is not released
from the obligations of oitizensbip ; to
him these obligations are strengthered by
new sanctions, and for the manner in
whioh he discharges them he will peva to
give amount nt the jedgment seat of God.
In many oountriee the State requires
all men of adult age to serve for a definite
number of years in the army ; in addition
to contributing money to pay for the
detenoe of the country, they have to
defend it themselves, We have no
military 000eoription in England, bat
our constitution requires that very large
numbers ot men should give a ooneider•
able portion of their time to certain
national and munioipal duties ; if they
refuse to do it the whole system of gov-
ernment breaks down. Ae long as jaetioe
is administered by an unpaid magistracy,
men must consent to epend dismal hoore
on the beech. As long ae our looal affairs
are ander the oontrol of looal authorities
elected by the ratepayers, men must
consent to serve on town councils, to be
members of watch oommitteee, markebe
and fairs oommitteee, finanoe oommitteee,
gas oommitteee, water oommitteee, and
the reet ; and they must consent to
neoept mayoralty. Other men mnot.be
willing to serve on aohool boards, and
obhere to cot as overseersand guardians
of the poor. Men who discharge these
duties pay a voluntary tax levied on
pereoual servile. It is a tax which mast
ba paid by someone, and every man has
to detexmine his own share.

the eervioee of those who are able to serve
it moat einoiently. Where there is poli.
tioal knowledge, political sagacity, the
power of demanding public confidence,
leisure to discharge Parliamentary duties,
there is some reason to think that a. mac

refusing to Maud for the House of Com-
