The Brussels Post, 1904-11-17, Page 4C -be Vtusuls Vliet, THURSDAY, NOV. 17, 1904. Christian Duty and Public Affairs, Civil authority is a Divine institution. Parllaments, town oounoile, judges, magistratea, have their place in the divine order, The Christian man is not released from the obligations of oitizensbip ; to him these obligations are strengthered by new sanctions, and for the manner in whioh he discharges them he will peva to give amount nt the jedgment seat of God. In many oountriee the State requires all men of adult age to serve for a definite number of years in the army ; in addition to contributing money to pay for the detenoe of the country, they have to defend it themselves, We have no military 000eoription in England, bat our constitution requires that very large numbers ot men should give a ooneider• able portion of their time to certain national and munioipal duties ; if they refuse to do it the whole system of gov- ernment breaks down. Ae long as jaetioe is administered by an unpaid magistracy, men must consent to epend dismal hoore on the beech. As long ae our looal affairs are ander the oontrol of looal authorities elected by the ratepayers, men must consent to serve on town councils, to be members of watch oommitteee, markebe and fairs oommitteee, finanoe oommitteee, gas oommitteee, water oommitteee, and the reet ; and they must consent to neoept mayoralty. Other men mnot.be willing to serve on aohool boards, and obhere to cot as overseersand guardians of the poor. Men who discharge these duties pay a voluntary tax levied on pereoual servile. It is a tax which mast ba paid by someone, and every man has to detexmine his own share. It ie plain that the State baa►olaime on the eervioee of those who are able to serve it moat einoiently. Where there is poli. tioal knowledge, political sagacity, the power of demanding public confidence, leisure to discharge Parliamentary duties, there is some reason to think that a. mac is ill possession of "the things that are Cmlar'e ;" and it is possible that in refusing to Maud for the House of Com- mune, be is detranding hie country— defrauding it as really ae if he bad re, turned bis i000me at two thousand a year, when he ought to have returned it at ten. This ie a question for a man's judgment Bud conscience, not for bis personal testes and preferences, The man who holds munioipal or politioal offioe is "a miaieter of God." One man may have just as real a Divine vocation to become a town councillor or a member of Parliament, ae another to beoome a missionary to the heathen, In either ogee is is at a mau's peril that he is "disobedient to the heavenly vision," We shad never approach the Obrietian ideal of civil society until all who hold maniuipal, judicial and politioal offioee recognize the social and political order of the nation 88 a Divine inetitntioo, end disabarge their official duties as ministers of God. In this ooaotry the responsibilities of Government are abated by the people. The great 001110ee of national legislation and policy are laid down, not in Partin. meat, not in the Cabinet, bot at the polling booths. It is the electors who make war or maiotaio peace, who repeal old laws and pass new ones, who interfere, justly or unjustly, between landlords and tenants, cambers and servants, parents and ohildreo. Those who abstain from voting determine the national polioy as truly as those who vote. The responsi- bility of the franchise cannot be evaded, In some oountriee the local authoritiee corresponding to our mayor and town ooanoil are appointed by the Crown. The duty of appointment is a diffioalt one; the central government can never have all the knowledge necessary to appoint wisely, with us, the duty of appointment is thrown upon the rete• payers, and the duty carries with it grave responsibilities. The maniuipal, as well ae the political, franohite ie a trust; both are to be used, not for private, but for public purposes. The same moral laws that govern ibe exercise of politioal patronage govern the exercise of the franobiee. If, in a muni• pipet or politioal cootee8, you vote for a man for no other reason than that he ie a friend or neighbor, and it would not be pleasant to disoblige him ; or bemuse the rival oandidate passed you in the street without speaking to you, or omitted to • invite you to a dinner party, or forgot to tell his wife theb your daughters were to be asked t0 a dorms—this i8 a clear viola- tion of public duty. I1 3ou vote for a man for no other reason than that he baa subscribed to a hospital, or a sobool, or a eburob, in wbioh yon happen to be iStereeted, or beoenee be enetained your application for some public (Moe ; it you reface to vote for him beoenee be told the manager of the bank, of wbioh be happeue to be a direotor, to decline to inoreaee your "overdraw," or became he gives yon no orders for coal or meat—thin is positive corruption. According to the Divine order, civil authority Is necessary to the existence of civil society. Oivil ralere aro "mittiabere of God." But they are not designated to their office by a voice from heaven. In this country the sovereign end the peers inherit their position by birth ; the rest have to be selected, directly or in• directly, by those who poseur' the Iran- chiee. It is Barely a pert of God's ser - vine to determine who obeli be God's 'minietere ;" end for the manner in wbioh we dieobarge this aorvioe, we are responsible to God. Not to Vote is to act the part ot the autailhtal servant, who bid his talent fo the earth. To vote corruptly is felony 1 it is to appropriate to our own purposes what we have reaaived ae trustees for the town or the nation. I eametimee think that maniaipalibiee own do more for the people than Parlitt• meat, Their powers will probably be enlarged ; bob under the powers wbioh they potisese already, they can greatly diminish the amount of eiakness in a community, and OEM prolong Woman life. They can do very much to improve miserable homes wbioh are fatal, not only to health, but to deaenoy and mor. ality. They ode redress, in many ways, the equalities of bnmen conditions, The graoiono words of Obeid, "Inaemuoli an ye did it unto One of these, My breth- ren, oven these hetet, ye did it unto Me, Will be addreaeed not only to thoeo who, With their oven hands, ted the hungry, and °lathed.the naked, and oared for the eiek, bet to those who supported a ennui. oipal policy wbioh lessened the mieerles of the wretched, and added brightness to the livee of the desolate. And the terrible rebuke, "Toaamnoh ea ye did it not unto one of these (seat, ye did it not Unto Me," will condemn the °elfishness of those who refused to meeke munioipal government the instrument of a polioy of justice and humanity. The true duty of the Obriethin men le not to forsake munioipal and political life beoenee it ie oorropt, but to perry into munioipal end politioal activity the law and the spirit of Obriet ; to resolve bo do bis part to secure for hie tallow townsmen and fellgw•oountryeaen all those blessings wbioh a municipality and a nation, justly, wisely, and t ffioiently governed, can seonre for them ; so that the "powers" which are 'ordained of God" may fulfil the parpoee for which He ordained them, and the Divine will be done by civil rulers oo earth, as it is done by angels and the epirite of the just in Heaven. Bootie are living things, they either blase or 0gree, Carlyle said, "I oonoeive that books are like men's souls, divided 1810 Cheep and goats, some of them are oalaulabed to Ito a great advantage in teaching, in for. warding ibeteaohing of ail g0nerationa, others are going downdown, Limo, doing more and more, wilder and wilds mieobief." Jobu Angel Jenne never re- covered from the reading of a bad book. Niubolas Farrar, when dying ordered a friend to go and select a spot for his grave and then oommanded him to gather from hie library all the worthless books, that they might be burned upon this epos before he wile buried. Ill many homes nod libraries there are perni0iaus boobs. Gather them together, open the door of the above, pub them in, then shut bbs door, lest the polluted smoke ebould 1111 the house and scatter ounlagiou. It ie more pleoeing to tbiuli of •the helpful books, when Wm. Wilberforce and Ieaao M)Iner were starting on a j,uruey to Saarland, it was suggested tilos they take with tbent and reed together, "Dodd ridges' Rise and Progress of Religion in the Soul." The reading of this book led Wilberforce to Christ and through him gave freedom to the slaves of the British Empire. A gleans iuto Dr, Watt's hymn book for children, saved Walter Scott from suioide. "Oaptaiu Cook's voyaged" mode Wm. Carey a foreign miedionary and gave the bible in their own 1005000 to over two hundred millions of the human raoe. Oarey's published letters Bent Henry Martin to India. Binh anen's "Star in the Etat" led Judson from New England to Burmah and gave to the oburmb one of the greatest Mlseioa• arise in its history. It was the reading of Dr. Dick's "Philosophy of the Future State," that sent David Livingstone as a Missionary to the Dark Continent. No wonder that those who know the ea'ue of hooka delight in (heir company. Petrarob refused to die anywhere else than in the midst of bis books. Paxton flood tells of a young man whose ouly regret at dying was that in Heaven be would not have any boobs to read. His pastor assured him that is Heaven be would meet the souls ot bookr, the spirits of the men who wrote them. We should select our literature with the greabeet (tare. It is avian for ue to tbllow the cariosity and bent of our mind. It ie a waste of time and a misuse of God's gift to etudy contrary to o ur genius. Socrates was not designed of God for n soulptor but for a divine teaober, The Lather of Misbeel Angelo desired to make a much int of the boy end to force him, he used the rod, but failed. The poet Gray bated mathematioe but did well witb his "Elegy in a Country (thumb - yard." Same would say, beoenee Gray was deficient in mathematioe he ehonld be kept et them to round cut WE mind. Stroh prooedure would have blighted his lite, We will receive little benefit Item a book for whioh we have no taste. We most love the book that is to do us met good. It is wise to read the books wbiob are already Massie and known to be good. The literary firmament is full of these stare of the first magnitude, You can never waste yonr Lima nor dwarf your mind reading the great authors. Do not read a book just beo lose it is new, welt a year and you may be saved the trouble. Lord Brougham would not read a book before it was 10 years old. Ir must have a name for itself, The Epwortb League Reading Courses have been selected with oars, We have proof of the wisdom manifested by Rev. A 0. Crewe, General Seoretary in the eeleotion of these courser' in the fact that during the last 9 years 64,000 good books Have been circulated among Oanadian Epwortb Leaguers in this way. The course for this year should be more popular than ever• In the est there ate three volumes. The let volume is entitled "Eleotriolty and Magnetism." This is the third volume of Nabare'e Miraolee that has been in well reaaived during the past two years. This book deals with such interesting subjects as History of Electrical Soienoe, History of Magnetism, Theory of Eleotrioity, The Eleobric Telegraph, The Telephone, Sub• marine Telegraphy, Some Curiosities, Wireless Telegraphy and Niagara Falls Power. What Epworth Leaguer would not like to read a book like that 7 The 2nd volume is entitled "The Pleasures of Lite", It is one of the world's beet boobs and discusses suob topioa us The duty of Happiness, The Happiness of Duty, The Choice of looks, The Blessing of Friends Value of Time, The Pleasures of Home, Solonae, Eduoation, Ambition, Wealth, Health, Love, Poetry,R,o)igion, Beauties of Nature and Music. What Epworth Leaguer would nob like to read thin boob ? The 3rd volume is entitled "Korean Sketches" and is especially interesting be- cause the eyes of the world are turned upon Korea, on account of the wet be• tweed Japan and Russia. These books will oertaioly be interest, ing and beneficial, Wo advise every Epworth Leaguer to read them and wbile you ebould be enthusiastic about the Reading Course be more enbhus• iritic about the Book of. It is avian for ue to tbllow the cariosity and bent of our mind. It ie a waste of time and a misuse of God's gift to etudy contrary to o ur genius.
