$22,000. Council met with Mike
Hoyles of MacGillivray and
Company, Listowel, to go over
the auditor's report in
preparation for setting the 1979
budget next month.
Mr. Hoyles noted the surplus
resulted from underspending in
certain areas of the budget and
recommended council should
allocate a portion of the money to
its working capital fund, Clerk -
treasurer Winona Thompson
reported. She said the township is

He also recommended council
should consider collecting its
taxes in two installments to help
cut down on interest charges. The
township has to pay its school
board levy in June while taxes
are normally not collected until
the fall, forcing it to'borrow to
pay the levy.
Collecting a first installment
early would also save late
payment fees on the county levy.
In snottier recommendation
Mr. Hoyles advised council to
consider raising the penalty for
late payment of taxes from the 1,t!
per cent per month currently
charged. Most other
municipalities charge a penalty
of one per cent per month.
Council will deal with the
recommendation at its next
regular meeting.
Although the township is in
good shape as far as its own
spending goes, it will probably be
forced to raise the mill rate this
year to cover a big jump in the
county school board levy, Mrs.
Thompson said. The school levy
for East Wawanosh has jumped
to $148,461 for 1979, up from
$133,221 last year. This is an
increase of $15,240 or nearly 11.5
per cent.
The separate school board levy
is up about $500 to $3,738 this
year, an increase of over 14 per
cent, however the county levy
has dropped by about $5oo to
$53,617 from $54,113 in 1978.

Some women from the
Wingham area attended the
Women Alive conference held at
the University of Waterloo on the
weekend. Guest speaker at the
conference, was Joni Eareckson,
a young quadriplegic who has
written books and spoken to
many groups about her struggle
to accept God's will for her when
at 17, she was left paralyzed after
a swimming accident. Joni has
recently completed filming of her
life story for World Wide Pictures
and will soon move to California
where she will conduct a coun-
selling service for the han-
dicapped and their families.
Some Wingham residents,
natives of the city of Stratford,
returned to that Festival city on
the weekend for the centennial
reunion of the students and
teachers of Stratford Central
Se6xVary School.
