GORRIE — Wray Wilson of
Fordwich was appointed as
the building official of Howick
Township at the March
session of council.
The appointment coincides
with council adopting a
building bylaw for the
township.
Mr. Wilson was hired at a
rate of $7.50 per hour and 25
rents a mile for his inspections
within the township. Mr.
Wilson is a general contractor.
In discussing the ap-
pointment, council said build-
ing permits will now be
handled through Mr. Wilson
instead of clerk -treasurer
Wesley Ball. Council will still
give final approval for each
building permit issued.
In the building code bylaw
which Mr. Wilson will be
enforcing, the following fee
schedule has been set: new
buildings, $20 for the first
$5,000 of the estimated cost or
portion' thereof and $1 per "
thousand thereafter; ' new
farm buildings, $20 for the
first $5,000 of estimated rest=or
portion thereof land; $t'`Or
rfthousand thereafter; mobile
homes, $20; and enlargement
or alterations to • all buildings,

of such permit may prpceed
but the municipality gives no
assurances that permits
required for the remainder of
the project will be granted".
Specific information
required' by the bylaw may be
obtained from the building
inspector or the township
office. Further information on
,the bylaw may be circulated
with tax bills in the spring.
The duties of the building
inspector were set out and
include: receiving and
, evaluating allpermits, receiv-
' ing and recording receipts and
reporting monthly to council,
In cases where a conflict of
interest may occur, council.
may decide upon the course of
action to take.
In other business, council:
Approved convention ex-
penses of $15 a day for meals
and 20 cents a mile for a d
river. There was no increase
in this expense from 1979;
Renegotiated a fire
coverage agreement with the
Village of Clifford with a five
per cent increase. In 1978' and

Approved a $500 grant to the
Huron County Federation of

Authorized the road

Harrow for liquid calcium at
$118.25 per flake ton, an in-
crease from $103.50 in 1979.
This. is the only tender the
township received;
Approved building permits
to Leonard Schneider of RR 2,
Clifford for a driving shed,
John Wagler of Fordwich for
an addition to a driving shed,
and Ivan Dane of RR 1,
Wroxeter for a single family
dwelling;
Approved accounts totalling
. $25,446.67 which includes •a
road account of $9,010.42.

World Day of Prayer was
Responsible Freedom. Mrs.
James Robinson welcomed
the ladies to the Knox Presby-
terian Church for the World
Day of Prayer service and
-gave the call th worship, after
. which 'Christ is Coming' was
sung.
The' churches were
represented by members from
St., Andrew's' Presbyterian
Church, Molesworth, St,
Stephen's Anglican Church,
Gorrie, Wroxeter United and
Gorrie United.
Mrs. Robinson, assisted by
Mrs. David Neilson, had
Charge of the opening worship,
Responsible Freedom for
Oneself was given by Mrs,
Jasper Farrish, Mrs. Merrill
Fisher and Mrs. Lloyd Grif-
fith. The soloist Mrs. Harry
Judge of RR 1, Clifford sang,
'Sweet Hour of‘Prayer', ac-
companied by' Mrs., Hugh
Deighton on the organ.
Responsible Freedom for
Our Families was taken by
Mrs. `Lloyd Felker, Respon-
sible Freedom Towards
Society was given by Mrs.
Robert ,Strong and Mrs.
Robert Harper.
Mrs. Strong introduced the
speaker, Mrs. Ernest Fellows,
who- . chose as- her theme
Prayer is' God's Doorway to
Heaven, and spoke on the
importance of prayer in our
lives. Mrs. Alex Graham
thanked the speaker.
Mrs, Harvey Adams and
Mrs, Roy Stewart received the
offering, which was dedicated
by the singing of the hymn of
dedication, 'Give Thanks My
Soul for Harvest'.
Mrs. Robinson closed with
the benediction. •

opened the meeting with a call
to worship when the Women's
Missionary Society of St.
Andrew's .Presbyterian
G''tturch met in the upper room
last Tuesday. This was
followed by the Lord's Prayer
and the singing of a hymn.
Mrs. R. McKay gave the
scripture and meditation
which was based on the book
Of Daniel, chapter five. Mrs.
R.' Armstrong led in prayer.
Mrs. H. Bateman gave a
piano solo entitled `When They
Ring Those Golden Bells'; She
also led a•; singsong of , old
favorite hymns which was
enjoyed by all. Mrs. G. Fisher
received the offering which
was dedicated by Mrs. J.
McInnes.
The, topic was taken by, Mrs.
W. Ford and Mr. Armstrong
who spoke on 'Freedom of
Religion'. Thistopic led to
many different discussions on
facts about China and Canada.
Mrs. McKay read the
minutes of the last meeting;•.
also the correspondence and
roll call. Mrs. Fisher gave the
treasurer's report. Mrs. J.
Conn presided at the piano for •
the meeting.
Following the singing of
another hymn, Mrs. V. Young
gave the closing prayer. A •
social hour followed.

returned to the owner and released to him upon.

under or,
b) if the said dog is identified and returned to the
owner, or an attempt is made to return the dog to
the owner; or the owner sefuses'to accept the re-'
tum of the dog, or fails to pay the appropriate fine or
upon identification it becomes apparent that the.
dog has been previously apprehended and or found
running at forge in the Mumcrpalrty the sofa clog
shall be forthwith taken to the pound authorized
in that behalf by the Council of the Corporation:
of the Township of Morris and. shallbe held of
such pound until the owner of the said dog shall
have paid the appropriate fine as imposed here-
under and all costs associated with the impound
ing of said dog but in the event that the dog is not
claimed and or the appropriate fine and costs are
not paid within 72 hours from the time of impound-
ing, the dog shall be destroyed 'or otherwise dis-
posed of os directed by the Council of the Township
of Morris or its duly authorized agent in that behalf
and all fines, costs and expenses shall be recovered
from the owner of the dog under provisions of the
Summary Convictions Act, or
2/ c) if the said dog cannot be identified the said dog
shall be destroyed or otherwise disposed of as
directed by the Council of the Township of Morris
or its duly authorized agent in that behalf,
3/ THAT any person being the owner' or having'pos-
session or being the harbourer of any dog found
running at Targe and in contravention of this By -
Law shall be liable to a fine of;
a) $15.00 for the first such offence or;
b) $30.00 for the second or subsequent offence and;
c) all costs, charges or other expenses properly
incurred by the Muncipality in connection with the
boarding, impounding or other custody of the dog,
4/ THAT all fines, charges or other costs referred to
in number 3 above shall be paid to the Township
Clerk or other person duly authorized in that behalf
by the Council of the Township of Morris by the
owner of the dog or dogs found in contravention
of this By -Law and o receipt shall be issued there-
fore which receipt shall also when produced at the
pound, evidence the owners compliance with the
provisions of this By -Low and entitle the 'release
of the dog into his custody.
5/ THAT o person or persons, may from time to time
be appointed by the council of the Township of
Morris to enforce this By -Law and such person or
persons shall be know as an Animal Control Officer
and shall have authority to seize, impound or
otherwise dispose of a dog or dogs found in contra-
vention of this By -Law as herein before provided
and shall have authority to impose and collect the
fines, charges on costs also herein before provided,
6/ THAT the provisions herein relating to dogs running
at large do not apply to a hunting dog or dogs
while actually engaged in a legitimate and active
hunt or pursual and under the direction of o prop-
erly, licensed hunter,
7' THAT this By -Low supercedes all former Ay-kg..Ts
enacted under the authority of ,this Act or its pre-
decessors and the same are hereby rescinded and
repealedi
8 THAT this By -Law comes into force and takes effect
upon the final passing hereof and may be' Cited
as "THE ANIMAL CONTROL BY-LAW".
Read a FIRST and SECOND time the 3rd day of March, 1990.
Reod a THIRD time and finally passed on the 3rd day of March,
