East Wawanosh Township
Council wants to wait a month
before making any decision on
joining Blyth's proposed com-
munity centre board, it decided
June 7.
Following some discussion of
the proposal, which would have
the township pay $1,000 toward
setting up the board, Councillor
John Currie suggested they
should think about the plan until
the next meeting. He would like a
better explanation of the
structuring of representation and
assessments by the board, he
said.
Reeve Simon Hallahan ex-
pressed disappointment with
council's inaction on the Blyth
proposal, which came to council
in the form of a letter.
If established, the community
centre board wotild look after
operating the new Blyth arena,
the letter said. Working capital is
needed for the body to begin
operation and this would initially
be raised through assessments
against the municipalities using
the arena.
According to the proposed
assessment structure, Blyth and
Hullett Township will each con-
tribute 32.5 per cent of the work-
ing capital, or $1,625; Morris
Township will contribute 15 per
cent, $750, and East Wawanosh 20
per cent, $1,000, for a total ,of
$5,000. The percentages are
based on actual registration 'in
hockey and other recreational

made at the end of the year, with
any deficit divided among the
municipalities according to the
same percentages.
The board itself would com-
prise 15 members: two from each
of the four municipalities, two
each from the Blyth Legion,
Lions Club and village at large,
and one from minor sports.
Councillors were pleased with
the proposal to give townships
some say on the board; several

suggested the Wingham recrea-
tion board might function better
with some similar input. How-
ever, Mr. Currie expressed some
reservations about the project.
He is not against giving the
$1,000L.o Blyth, he said, but feels

recreational facilities.
He reported Morris Township
Reeve William Elston told him
that township is not going to par-
ticipate on the board, asking
what would be done about' the
$750 supposed to come from

continual subsidization.
Mr. Hallahan told council the
$1,000 donation is supeosed to be
a "once m a lifetime thing", but
admitted he can't guarantee the
township will not be- asked for
money again. He did say the
arena seems to be supporting it-
self quite well at present, with
considerable money being made
on licenced functions there.
CLEAN UP LOT
In other business, council
agreed to send a letter to Amos
Smith telling him to clean up his
lot in Belgrave. Nothing has' been
done with the lot since a fire des-
troyed the general store in Feb-
ruary, and it was noted several
complaints have been lodged
about its condition.
Council had originally offered
to buy the lot, but decided it is not
interested at the price Mr. Smith
is asking.
Building permits were issued
to: Bryan Coultes, for an addition
to his house and a garage;
Donald Pattison, for a hog barn;
George McGee, for a cement silo;
Eldon Cook, a sealed silo; and
Hebo Siertsema, for a sealed
granary already constructed. A
trailer permit was issued to Wil-
liam Fenton. -
Tile drainage loans totalling
$27,100 were approved for John
Cooper, Ross and Evelyn Daer,
Jose Homan and Robert Henry. It
was decided to hold the Daer
loans pending a photograph of the
drain; needed to complete the
application.
A bylaw was passed imposing
an annual rate on the lands to
provide for repayment of the
loan.
FIRE CALLS QUESTIONED
A bill for fire calls from the
Blyth Fire Department raised
some questions about the mutual
aid agreement between the Blyth
and Wingham fire departments,
with Mr. Currie eventually offer-
ing to take the matter up with
Wingham Fire Chief Dave
Crothers before the bill is paid.
He will check whether the bills
are covered under the mutual aid
agreement or mustbe paid by the
township.
The problem arose over fires
both departments responded to,
with both sending in bills. Mr;

policy calls for both Wingham
and Blyth to come to fires in Bel -
grave because, with no municipal
water supply, both tankers are
needed. He said the'fire marshall
has recommended municipal
water tanks be installed to pro-
vide a reservoir for fighting fires.
The township will be calling foi9
tenders on a new truck with plow
and box for use on the roads,
though a decision to buy has not
yet been made. Council received
notice of a supplementary alloca-
tion of $16,000 from the transport
ministry to be used toward the
purchase of a new truck. When
tenders are in, council will decide
whether this, in addition to
money already available, is suf-
ficient for the purchase.
Other letters received included
one from the county historical so-
ciety, inviting the township to
send old record books to the
archives in Goderich, and one
from Canada Manpower suggest-
ing June 12-18 be proclaimed
Hire -a -Student Week. No action
was taken on the letters, though
Mr. Currie noted, regarding the
latter, "There are going to be a
lot more jobs after the election
anyway, so that's a good week for
it."
While council did .not get
around to setting its 1977 budget
at this meeting, Treasurer Alex
McBurney later predicted the
mill rate will be up about 12 mills. ,
That would put the general muni-
cipal rate for farms and resi-
dences at 120 Mills, up from 108
last year. The rate should be set
at the next meeting.
ADULT WORKSHOP—The Jack Reavie Workshop held an.
official opening Friday evening with work of the members
on display for the public to see. The bureau is their first
attempt at furniture stripping. They also do sanding,
sewing, make pillows and area mats.
WATER SAFETY—These kindergarten students know their water safety rules and won
T-shirts to prove it. Recreation director Jim Ward (left), held a poster contest and
