The Wingham Advance Times, 1995-11-22, Page 11NOWA MbVENDER E 1$95 ider user•pay disposal BELGRAVE - East Wawanosh Township roads superintendent Ralph Campbell told the Nov. 7 meeting of council that the roads department was between $4,000 and $5,000 over budget. However, he said that as long as nothing drastic happens between now and the end of the year, the situation should improve. The roads superintendent told council that the graders and plows are ready for the winter season. Campbell noted that the salt and sand is all in the shed and has been paid for, with a saving of $1,000 this year. He said that there are 36 tonnes of sand and 12 tonnes of salt in the shed. Campbell is concerned about township residents not recycling. Hb told council that there are more tih cans and plastics arriving at the landfill site on a regular basis. He said that council should seri- ously consider giving the residents so many garbage bag tags per household per year, and if they re- quire anymore tags, the residents have to pay for them. "We have to cut back on what goes to the landfill," said Camp- bell. "If people have to start pay- hig, they may change their atti- tbide." However, the roads superinten- dent noted that there would be no fe : for the burnables. "Council needs to seriously think about the situation." he said. Township by-laws BELGRAVE - East Wawanosh Township council passed two by- laws at its Nov. 7 meeting. By-law 24 was a by-law to es- tablish the procedures regarding the sale of real property owned by the township. Coun. Jim Hunter said the township has never had a by-law like this real property disposal by- law before. A second by-law approved was enacted to amend •the numbering, at Lot 10 in the Hartllet of Bel- grave. Because 10-A was demol- ished, the by-law enabled 10-B to become 10-A and 10-C to become 10-B. Coun. Hunter said that with the old hotel and this old building torn down, there is quite an improve- ment to Belgrave. He noted that the East Wawa - nosh rate payers in Auburn are given so many tags per year. Once they use them up, he said they have to pay $3 per tag. Campbell said they are not real- ly being tough on the rate payers, because they can get rid of the burnables. Councillor Murray Scott said the whole issue of garbage should be addressed. After siting some cases of peo- ple just dumping bags of garbage at the landfill site and then driving off, Coun. Fred Meier suggested that if it is known who the people are, they should be sent a letter in- forming them of the proper proce- dure at the landfill. The roads superintendent added that there are no waste manage- ment seminars in Huron County, and those interested have to go to another county. Campbell and a councillor, ei- ther Fred Meier or Murray Scott were to attend a workshop for landfill in operation and manage- ment in Paisley on Nov. 15. The roads superintendent was also going to attend the Ontario Good Roads Association annual meeting, along with Coun. Meier. Voelmle Municipal Drain BELGRAVE - Andy McBride Maitland Engineering Services w at the Nov. 7 meeting of the E Wawanosh Township council provide information about t Voelmle Municipal Drain to the a sessed ratepayers. McBride said that the purpose the meeting was to review the sit ation and bring everyone up t date. He added he was also goin to go over what has to be done an the cost of the work involved. He said that at a review of the re port in February of this year, small amount of improvements ha been done to the open part of th drain, but that there had been no major improvements done. McBride said • that an on-site meeting with council and the as- sessed landowners was held in May, and in June test holes were dug. He said that the total estimated cost of the project would be $39,000, including engineering costs. Council would have to decide whether to use 14 -inch cement tile or 15 .1/2 -inch plastic tile. He noted that the plastic pipe is corrugated in the inside which means that it has to be filtered, while the cement tile has a smooth interior. He said that if the two materials are the same price, he would prefer the plastic tile, because the soil conditions are not ideal for cement. McBride said that the open drain would be filled in with the Voelm- les and the township picking up the cost. Council was informed that Cart- er would start charging the fee be- cause he was no longer being paid for it. Council was also informed that the Town of Wingharn was inter- ested in utilizing the Morris Town- ship landfill site. The township's recycling grant for 1995-96 of $4,166 was ap- proved by the province. Even though the township would save $482 per year by con- verting the township hall to natu- ral gas, council deferred a final de- cision to next spring. There would also be a one-time charge of between $500 and $1,000 for the parts and labor in- volved in the conversion work.
