New safety standards
for cigarette Jighti!rs
Changes to regulations under the
Hazardous Products Act will
improve the safety of cigarette,
cigar and pipe lighters, Acting Fed-
eral Consumer and Corporate
Affairs Minister Harv1e Andre
ai.ncunced recently.
"My department is responding
to consumer complaints a_rd acci-
dent reports concerning- 1'jhters
that exploded because the flames
did not go out completely." Mr.
Andre said. "Consumers should
always makee certain that lighters
are fully extillguished. Care should
also be taken to ensure that they are
not subjected to excessive heat."
The new Lighter Regulations
require improved labelling, set new
flame height criteria and establish
stricter requirements for safe per-
formance.
"These revisions are intended to
ensure that the estimated 50 million
lighters sold annually to Canadian
consumers meet stringent safety
standards that are consistent with
international standards," he added.
Among those consulted concern-
ing the changes were manufactur-
ers, importers, fire protection ser-
vices and consumer groups.

Candles pose
a fire hazard
The Federal Department of Con-
sumer and Corporate Affairs is
warning consumers that candles
designed for use in potpourri burn-
ers may pose a hazard in the home.
These candles are known as "tea
candles" or "tea lights".
Following consumer complaints
concerning this type of candle, a
laboratory analysis by the depart-
ment's Product Safety Branch con-
firmed that the molten wax from
such a candle can sometimes ignite,
cracking the potpourri burner base
and scorching the supporting sur-
face. Heat generated by the burning
wax, however, was not found to be
sufficient to cause cotton fabric or
paper to catch fire.
Consumers are advised to place
potpourri burners on a heat -resis-
tant surface, to keep an eye on them
while they are in use and ensure
that the water in the simmer rigpplo+t
does not evaporate, To farther
reduce the risk, purchase candles
that have fine wicks With no loose
ends at the bottom. When buying a
potpourri burner, 'look for a large
tii2e model with big air holes for
ventilation.'
If the candle wax dont ignite, the
burner, !r 1d not -be roved.asedtJse
