tables annual report
Agriculture Minister Don Ma-
zankowski has tabled the Farm
Credit Corporation's (FCC) 1988-89
annual report in the House of Corn= -
mons.
"I'm pleased that this year's an-
nual report shows the corporation's
financial situation is steadily im-
proving and it succeeded in meet-
ing all of its 1988-89 objectives,"
said Mr. Mazankowski.
The corporation's $56.9 million
loss from the current year's opera-
tions is substantially lower than last
year's loss of $126.8 million.
The report also details the corpo-
ration's success in lowering its out-
standing arrears. On March 31,
1989, 84.5 per cent of PCC's ac-
counts were in good standing com-
pared with 81.7 per cent the previ-
ous year. Loan payments in arrears
mounted to $283.5 million com-
pared with $377.6 million at the end
of the 1987-88 fiscal year. This is the
first time in 12 years that arrears
have decreased.
"A major highlight of the 1988-89
fiscal year was the confirmation of
the federal government's support
for PCC through its $400 million
equity infusion and its approval of
a recovery plan to restore the cor-
poration's financial strength," said'
PCC chairman James J. Hewitt. "We
have made significant financial
progress, and have implemented
politics and control systems to
build economic viability. However,
none of the year's achievements
would have been possible without
the determination of professional-
ism of PCC staff and the strong
commitment of most of our bor-
rowers to repay their debts."
The report notes throughout this
fiscal period, the corporation work-
ed closely with clients experiencing
financial difficulties in an effort to
find equitable solutions to their
problems. Where there was a rea-
sonable chance that borrowers
could meet their obligations, the
corporation extended repayment
periods or provided concession
through the farm debt review pro-
cess to enable them to continue op-
erating their farms. Of the 2,072
FORB cases involved PCC glie4t§f
2,021 were resolved.
"I am confident the significant
progress we have made in 1988-89
is just the first step of many on our
road to recovery," said Mr. Hewitt.
"Our goal is to re-establish Farm
Credit Corporation's long-term abi-
lity to serve the nation's farmers
and to facilitate their prosperity. We
are an alternative source of long-
term funds and our presence pro-
vides a stabilizing influence on ag-
ricultural credit markets," conclud-
ed the chairman.
