The Wingham Advance-Times, 1988-12-28, Page 13New law gcvern$ marketing of grain Legislation to improve the marketing of grain, to allow the ceiling of funding for the promotion of Ontario farm products and to update legislation affecting 500 organizations received final legislative approval at Queen's Park this week. The Grain Elevator Storage Act, the Farm Products Container Act and the Agricultural and Horticul- tural Organizations Act received third reading and royal assent Dec. 15. "The acts were modified to reflect the reality of 1988," said Ontario Agriculture and Food Minister Jack Riddell, Huron MPP. "We updated the legialation and extended them to more groups, as requested by some farm organizations." The Farm Products Containers Act provides a mechanism for agricultural associations to gen- erate revenue for their activities through a producer licence fee, added to the price a producer pays when purchasing containers to package products. Under the revised legislation, the provisions of the act may be extended by regulation to any association representing producers of farm products. For instance, maple syrup and flower producers may seek authority to collect funds under the act. Previously, the act applied only to fruit, vegetable and honey producers' associations. "The funds raised through this mechanism will be used for things such as promotion of the particular product," said Mr. Riddell. The act provides protection to grain owners who store their grain with a commercial elevator, through the licensing and inspection of the elevators. Also modified are the powers of the chief inspector, who will now be able to suspend or refuse to renew an elevator licence if he believes that the interests of the owners of the stored product are at risk. The Agricultural and Horticul- tural Organizations Act consolidates three acts into a single piece of updated legislation. The act removes outdated, redundant and restrictive sections of the three former acts and incorporates more than 500 organizations. "Agricultural societies, horti- cultural societies and agricultural associations, many of these pre- dating the establishment of this ministry 100 years ago, Contribute -a great deal to the quality of life in both our rural ,and - urban communities and play a key role in promoting agriculture in our province," said Mr. Riddell. This act designates corporate status to these organizations and allows fur financial assistance programs to be maintained through the regulations.
