BUYING PANICS
The stock market often has
been volatile. Recently, how-
ever, buying waves have be-
come much more frequent
occurrences, hitting the
market with tremendous
force, only to peter out in a
day or two. Then the stock
market either becomes very
quiet or it retreats.
While most investors wel-
come any kind of market
rise, these explosive but
short-lived rallies have put
the average investor at a big
disadvantage. The profess-
ional money manager can
respond almost at once to a
change of direction; the non-
professional usually can do
nothinguntil the end of the
day when the market is
closed.
Why have the North
American stock markets be-
haved in this erratic
fashion? In part it stems
from trading directed by
computers'. When a com-
puter program implies that a
purchase should be made,
many traders read this "in-
formation" and respond ac-
cordingly. As more of the
day-to-day trading is han-
dled by computer -oriented
money managers, sharp
moves become more com-
mon.

lators now participate in the

stock market, mob
psychology, never a very
stable element, is increasing
in importance. Hence,
moves that normally would
carry on for weeks or
months, in this era are com-
pressed into days.
- Buying panics have taken
place several times over the
past year. Huge upward
moves occurred in August,
October, and January. These
quick rallies hurt the image
of a sound investment
medium, and also leave in-
dividuals on the sidelines.
The' money from individuals
is needed by the brokerage
community, because they
pay higher commissions
than institutional investors.
In addition, individuals'
money is neededr'if com-
panies are to sell new shares
to raise money for expan-
sion. However, individual in-
vestors have not shared fully
in the stock market ad-
vances over the,past year.
There are other reasons
too for these dramatic
rallies. Trading desks blame
large - arbitrage programs
that have become popular
with the recent development
of options to buy or sell (the
latter are technically called
"puts") common shares.
When computers find discre-
pancies between the price'of
' options and the underlying
stocks, farms quickly jump in
to catch a profit. As the price
of options increases, •arbit-
rage players are attracted
who draw in others. The
frenzy feeds on itself.
Options traders have
grown since, in many cases,
options are the only means
open to small investors.
Options to ' buy common
shares cost only a fraction of
the price of the actual
shares.
In contrast to these short-
term speculators, the really
professional investor takes a
more serious approach: the
state of the economy and its
prospects serve to be the ul-
timate criteria in any
decision to invest or sell.
The herd instinct will
always be a part of stock
markets. It is unfortunate,
however, that so much of
market trading now has only
a short-term outlook. It tends
to negate rthe basic
philosophy of investment
and capital markets. ,
