Wilson's kitchen
getting hot

Michael Wilson must feel
as if he's sitting under a
sharply focussed magnifying
glass on a sunny day.
For the office of this feder-
al finance minister lies at the
small end of a funnel -"brimful
of the country's financial
woes.
His daily agenda is filled
with the financial hopes and
fears of most of us: interest
rates, the dollar, unemploy-
ment, taxes and on and on.
The dollar's plunge in re-
cent weeks, for example, has
not only boosted interest
rates, but it has also heated
up the debate over the course
of action to be taken.
As if it weren't already
warm enough in Wilson's
kitchen, he now must put to-
gether a budget for the
country amidst published re-
ports that the tough -talking
policies he unveiled last fall
are becoming less and less
popular within cabinet.
And that is disturbing
news, for Wilson will need all
the political support he can
muster in order to make the
necessary. tough decisions.
The cost of borrowing and
the relative strength of the
dollar are of keen interest to
most Canadians because
fluctuations hit us where it
hurts - in the wallet.,
But there are no short-
term solutions. Those
periodic $500 -million injec-
tions to prop up the dollar
are expensive doses of tonic
at best.
What is needed is a new
sense of direction, something
Wilson pinpointed m his No-
vember economic statement
by calling it "A New Direc-
tion for Canada".
The Spring budget must
give a clear signal to Cana-
dians and to the internation-
al community that this
country's financial affairs
are under control.
That means taking a firm
hold on the deficit, not just
pruning it but cutting deeply
into one of the major weeds
which chokes off foreign in-
vestment confidence in this
country.
Wilson is quite right when
he says he does not have as
much control over the dollar
as he would like because of
the strong American econ-
omy.
But if he can follow
through on stated intentions
to reduce the deficit, he
could portray to the world
that Canadais as safe and
attractive a place to invest
as the U.S. That in itself
would build confidence in
Canada and bolster the bat-
tered buck.
More than that, though,
there is a need for govern-
ments at all levels to develop
policies to improve the
country's economic per-
formance, to enable us to
become more competitive on
the international scene,

employment Insurance
system, then' get on with it.

the only way we can hope to
live successfully and
prosperously next to an
economic giant such as the
U.S. is to compete with them
on key economic fronts: in-
flation, interest rates, pro-
ductivity and so on.
No one person can turn the
country around by himself.
But with the right ap-
proach, and support from
Canadians inside and it'of.
government, a person in Wil-
son's position can measur-
ably influence the future.
It is a difficult and im-
portant task. Good luck, Mr.

The sun is shining, the air
is warm and walking across
the Tarmac I can only
wonder if the sweaters,
woollen socks and heavy
coat have been a mistake.
In the baggage area, we
find ourselves huddled in a
group waiting for our lug-
gage. I have only just met
Mr. Eedy and Mr. James
and I don't know any of the
others. As we introduce our-
selves,'I can see I'm going to
have problems for a day or
two. In this group of nine
there are three Richards, all
called Rick.
Within minutes we get our
first look at the men in uni-
form who are to be our escort
officer and driver for the
duration of this ur.
The escort officer, Capt.
Philip Anido, is big, to the
six-foot range, has fair hair,
a bushy mustache and
speaks with a British accent.
The driver, Cpl. Leo Lan-
dry, is young, blond and also
wears a mustache. His ac-
cent is Acadian and it turns
out he's from New Bruns-
wick.
The captain, born in
England, came to Quebec's
North Shore as a child, but
has maintained his British
sound. We are later to learn
he is fluent in French.
In no time we're on the
army green Mercedes
minibus that is to be the next
thing to our home for the
following 10 days, and on the
_way to check in at Hotel zum
Lowen (The Lion). -

working days on this trip will
be like when we're told upon
reaching our rooms that
we're to be back on the bus in
10 minutes.
It's just enough time for
Cpl. Landry to inform me the
ladies' washroom is the one
with the "D" on it and for me
to learn in order to lock and
unlock my door with the
massive key, I have to turn
the lock twice.
Most of us have now been
awake for over 24 hours, but
it's on to the Officers' Mess
for something to eat befo
attending a briefing at 14—

Ore carrier longest
The longest vessel on the
Great Lakes is the 1,013.5 -
foot ore carrier William J.
De Lancey, christened April
25 in Loraine, Ohio. It has a
capacity of 60,500 gross tons
of iron ore. -
