I would like to know what the word "Transferred" really denotes. The Vice - Principal and Principal of my "daughter's" school re- fuse to use the word Pro- moted on her report card. card. As you can see from the enclosed copies of the report cards one being my daughter Elizabeth and two of her classmates, she should have either been promoted to Grade 8 or failed. They in- formed me that they could not fail her because her English subjects are a pass. The word "Transferred" would be used because of my decision that she remain in the French Immersion Pro- gram should she run into dif- ficulty and fail the Grade 8 Program the fault would be mine. I am really confused as to what the criteria for promotion is. I have already contacted the Waterloo County Board of Education regarding the use of the word "Transferred" and talked to various people in the school system who informed me that it is no longer used. I have also been told that it is up to the individual Principal as to whether a student passes or fails. Your comments on the above would be most enlight- ening. This is a most frus- trating situation for a single parent who is concerned with her daughter's educa- tion and welfare. I hestitate to think I may have made the wrong decision regarding her future.
