The Goderich Signal-Star, 1979-09-13, Page 18PAGE 18--GODERICH SIGNAL -STAR, THURSDAY, SEPTEMBER 13, 1979 Conflict is there... • from page 1 there. Councillor .,Elsa Haydon told council Davidson's conflict of interest was a "conflict by innuendo not by fact". She pointed out that at no time had any facts backing up Davidson's , supposed conflict been stated. _D.eput.y-r,eQve Bob Allen suggested to council that because the county planner was employed by the town he should sit on LACAC as an ad- visor rather than a voting member. Allen said he thought Davidson was "on our team" but added that his professional ability would be just as beneficial to LACAC if he acted as an advisor on the committee. Distressed by the fact council was basing its decision on little fact councillor Haydon suggested that if council is "going to go on a witch hunt let's go everywhere". She said if Davidson's position gave him a conflict of interest then there may be other members of committees with similar conflicts. "Where does that leave a businessman who is chairman of the tourist committee or a businessman who sits as mayor?" asked Palmer. Palmer suggested that Haydon was overexagerating the matter claiming council's action was no witch hunt. Mayor Worsell took exception to Haydon's comments pointing out that he, as mayor, was self employed and "pay my own wages". The mayor said there was a big difference between being self employed and working for the county. Councillor James Magee told council he had very carefully examined both the planning act Huronview News September is here, and our fall program is well underway. Sympathy is expressed to the family of Miss Dorothy Streets. and conflict of interest and that he found "nothing to say Davidson has a conflict of in- terest unless he can make capital gains". Councillor Jim Searls said he could see where - the problem could "mushroom" suggesting.' that council take no action until Davidson "does something wrong". yCouncil voted p-3 in favor of rewriting the b [ w that established shed LAC 'AC 16 make it clear that the county planner cannot sit as chairman, Councillors Haydon, Searls and Magee voted against the motion. For his part Davidson says he does not un- derstand how he can have a conflict of interest. He said if council wishes him 'to resign as chairman of LACAC he is willing to do so ad- ding that it is up to that committee to accept his resignation. Davidson pointed out that LACAC has no power to make any decisions but can only make .recommendations to council. He said that because of that he is in no position to make any decisions that would benefit him. Heritage plan... • from page 1 'it did nothing about tM'e quality of the building. Palmer said that at the risk. of the "wrath of the businessmen" she would point out that the town of Goderich has a minimum standards bylaw for its buildings and that if that bylaw 2iras enforced very few buildings on The Square would meet the standards. "If a building is a fire trap what in hell does it matter if it has a beautiful front?'' asked the reeve. She said the heritage plan means the town will be "covering junk with a beautiful front". She then toned down her statement saying hazard would be a better word than junk. Hill explained that the heritage plan does allow for the restoration of buildings on The Square but that the restoration must be done after feasability studies merit it. He said the , plan suggests that studies be done to determine the costs of the restoration and the potential use of the restored building.
