Industrial strategy needed BY ,i<ACK RIDDE LL In late April of this year, the Liberal Party published our proposal for ','An Industrial Strategy for Ontario". It had been evident to us for some time that our serious economic problems required a fundamental change in government's approach to.. the _.economyif ...any significant impact is to be made on the level of unemployment or the rate off i,flation. Work on the develop- ment of our policy paper had continued for almost two years. During and since the 1977 election campaign, we have stressed the need for apprenticeship programs to improve job prospects for our young people and of the need to assist small, Canadian -owned businesses. We have developed and expanded the theme that Ontario needs a- com- prehensive . industrial _. strategy to get our economy growing again. In "An Industrial Strategy for Ontario" we contend that the high degree of foreign control of our economy is crip- pling our ability to build an internationally -•:competitive • manufac- turing sector and that a movement towards free trade at this time by reducing tariffs would- • create massive unem- ployment in Ontario. We believe that our in- dustries require enhanced protection in the form of non -tariff barriers, combined with a comprehensive•ilan ,of development and assistance in order to ' thrive on world markets. Our proposed industrial strategy sets . out our primary objective as the, creation of jobs, with our' major focus lid the manufacturing • sector. Other • important ob- jectives are the promotion of research and development, the developmentof greater entrepreneurial and. managerial talent, and the assistance - encouragement of small business, with support for rationalization where necessary: Specifically, we have proposed the following programs: (1) a procurement policy which would require the Government of Ontario to undertake its purchasing, wherever possible and reasonable, from Canadian - controlled firms or from foreign -controlled firms ..__.whish- comply - with- the code of •.corporate behaviour; • (2) two .new • arrangements' to en- courage individuals to invest in Canadian business: (a) the first program would establish the Ontario Venture Capital Corporation for the purpose of investing in the manufacturing in- dustry and taxpayers' would be able to purchase shares in the OVCC up to a value of five percent of their Ontario Tax Payable, receiving a deduction against tax payable of one-quarter of the purchase price; (b) our second program would en courage investment in privately -run Venture Investment Corporations by enabling an investor to deduct 200 percent of the value of his investment from his taxable income for Ontario income tax purposes; (3) new incentives for research and develop- ment to enable all firms operating in Ontario to deduct a total of 150 percent of the value of their research and development related expenses from provincial' corporation tax payable, with foreign-based multinationals eligible Turn -to page 7Ai e Prices effective thru Saturday, September 1st, 1979 WE REDEEM ALL FOOD STORE COUPONS!
