Cindy Cornish, an employee with Student
Manpower in a separated office, said she heard
two shots and several screams. The employees
in the student placement office knew something
was going on but remained in their office.
As soon as Goderich Police arrived and were
sure t e suspect was isolated in the main
Manpower office the employees of the student
office were quickly ushered down the stairs to
safety. One young lady had just started work
the previous day.'
Bob McDougal was alone in the board room
at the time of the incident and after hearing the
commotion remained still and silent, alone in
the room. He was not discovered for almost two
agonizing hours, but upon his discovery by the
gunman, was ordered to leave the building
immediately.
Andre Tolchard was in the Post Office on the
first floor when the gunman entered the
building.' He said the accused immediately
went upstairs and shortly thereafter two shots
were heard.
"Nobody realized they were shots at the time
but the police arrive right awa.y and we knew
something was happening," he said. "The
police stopped me from leaving the building but
they left and so did I."
Tolchard said he could hear screaming and
shouting coming from the second floor and
watched as the employees slid down the cur-
tains to safety.
None of the employees were injured, jut
many were emotionally upset by the incident.
All the employees remained on the first floor
for three or four hours before being sent home.

refusing to talk with policeth.e accused_threw a_ .
`weapon through a doorway and members of the
TRU squad apprehended him.
Covered with a blanket, the accused was put
in a van whisked to the Goderich Detachment of
the OPP where he was held in custody over-
night.
Chief King revealed in a press conference
.that earlier in the day the°accused was picked
up by Goderich Police after an . incident at
work.
Goderich Police took the accused to see Dr.
Michael Conlon at the Psychiatric Unit at
Bluewater Centre. After a brief 20-25 minute
consultation with Dr. Conlon the accused was
taken back to Goderich.
A short while later police were called to the
Manpower Centre.

Goderich Police Chief, Pat King, offered
compliments to ahl police officers who assisted
in the incident at the Canada Manpower Centre,
Wednesday.
In a press conference Thursday morning,
Chief King said he was pleased with the way the
situation was handled and the manner in which
all officers conducted themselves.
Sargeant George Bacon and Chief King were
the first officers to the scene at the Canada
manpower Centre just after 1 p.m.
When it was learned that a man with a gun
was in the building additional men were
pressed into duty. Six Goderich policemen were
called to the scene as well as five auxilliary
constables.
Considering the severity of the situation, five
OPP officers of the Goderich detachment and
two from Mount Forest.
Five members of the London OPP Tactical
and Rescue Unit arrived by 3 p.m. and
Inspector Tom Lennan was flown in from
Toronto to act as negotiator.
Chief King and Inspector Rose of Mount
Forest worked together in organizing the im-
promptu force.
Chief King said negotiations with the gunman
were almost constant from 4 p.m. Wednesday
until his surrender at 1 p.n1.. Thursday.

worked into the morning hours.

About 20 policemen managed only glimpses of a gunman that entered the federal
building on East Street Wednesday afternoon but those glimpses clearly indicated
the man was armed with a shotgun. Police were called to the building shortly
after one o'clock but the man had already . occupied the sebond floor df the
building and . indicated he had no intention of laying down his weapon and
surrendering. After a 12 hour drama, involving almost eight hours of continuous
