PAGE 2A —GODERICH SIGNAL -STAR, THURSDAY, APRIL 19, 1979 J MVCA is concerned about soil erosion BY CRAIG PIPER WATER RESOURCES TECHNICIAN It is estimated that soil erosion, defined as "the removal and transport of soil particles by water, wind, ice, or gravity", is responsible for an average loss of 63.1 tons of sediment per day in the Maitland River water- shed. This figure in- creases to a startling average of 253 tons per day in the month of April as a result of spring runoff. Although soil erosion is a natural process, human activities have greatly accelerated the process. Many types of development act to seal up the soil surface, thereby increasing surface runoff and erosion. The disturbance of steep slopes may also result in a greater than normal erosion rate. The removal or lack of vegetation cover, whether it results from urban development, or farming activities, ex- poses the soil to the erosive forces of nature. The effects of erosion can be quite severe. Fertile topsoil necessary for food production can be lost at a rate that far exceeds the rate that soil, is formed by natural processes. Erosion may, result in the siltation of watercourses which can decrease the quality of fish habitat. The erosion control assistance program is oriented towards inland erosion problems and stresses practical solutions or approaches involving limited costs and minimal amounts of .ti.me, labour, equipment - and maintenance. Projects- involving stream and ditchbank improvement, 'sheet and rill erosion problems, as well as the control of small gullies, may be eligible for technical and financialassistance from the Authority. A pilon project was undertaken by the Conservation Authority. in 1978 on the farm of Jim Armstrong, and was used as an erosion control demonstration site during the 1978 Inter- national Plowing Match. At the site, a gully was rehabilitated by grading and seeding the side - slopes and installing a series of check dams in the gully to reduce water velocity. Proper drain outlet erosion control and a grassed waterway were also part of the demon- stration. Anyone' interested in financiaLor free technical assistance with their erosion. problem is en- couraged to contact the Maitland Valley Con- serv'ation. Authority -at 335-3557. Inspections of the Autfiority,'s erosion control demonstration site can also be arranged by contacting the Authority. The Maitland Valley Conservation Authority is concerned about the..loss of good agricultural land by soil erosion. Con- sequently, an erosion control assistance program has been initiated by . the Con- servation Authority for 1979 and is being promoted by the Soil and Crop Improvement Association. Under this program any private landowner within the Authority's area of jurisdiction may apply for technical and financial assistance with an erosion problem. The Authority will contribute 50 percent of an erosion control project's costs up to a "maximum of $5,000. The 'actual work may be .carried out by the Authority or by the landowner in consultation with Authority staff. The authority will also offer advice to the lan- downer on land management practices in order to maintain the condition of erosion control works and. prevent further erosion. PRIVATE REFORESTATION ASSISTANCE PROGRAM To the early settlers in Canada the forest must have appeared vast in- deed. It would have seemed incredible to them' that there might someday be an actual shortage of forest resources. But in the early days of settlement, before people began moving to the prairies, little thought was given to the need for re-establishing the forest for future requirements, in those areas from which the timber had been stripped. Many of the areas which had been denuded of their timber and found unsuited for agriculture, had been left as wasteland, a prey for soil ros ion. The Maitland Valley Watershed has several areas of small tracts of wasteland and -or sub marginal agricultural land presently lying idle and these areas would reach their greatest potential in forest cover. The establishment and maintenance of forest cover has several pur- poses or' benefits which may be broadly • described as:: erosion control, water con- " servation, • wood production, recreation and aesthetic values. In an attempt to replenish this natural resource, .the Maitland Valley Conservation Authority in early 1960's,. initiated a reforestation -assistan- ee—program. for private landowners. This conservation services program was aimed at providing reforestation on soils unsuitable for agriculture, throughout source areas, lands which were subject to poor drainage, stoniness, excessive slope, inac- cessibility, muck soils and along stream valleys. It should be pointed out, that on many farms, even in better farming areas, there are smalltracts which because of steep slopes, stoniness, inac- cessibility or poor drainage, would be more productive•in tree cover. In the process of clearing land for agriculture, belts of trees along fencelines had been rem.ov.ed,.._. which -h-ad served as natural shelterbelts. Landowners have begun to realize the importance of these windbreaks. Although the benefit varies with topography, soil and crops planted, in all cases there is significant benefit. The• Private Reforestation Assistance Program is made available to any private, landowner within the Maitland Watershed. The Authority offers under the assistance program three types of planting services, which include hand planting, machine planting and a tree planting subsidy. Windbreak assistance is also available. The regulations, under which the Authority of- fers reforestation assistance, are outlined below. APPLICATIONS Applications may be obtained from the Maitland Valley Con- servation Authority Office by writing to Box 5, Wroxeter or by telephone at 335-3557. Applications for spring planting and -or the tree planting gubsidy must be fZ rwarded to the Authority one year in advance of the planting date due to demand. All applications for- warded to the Authority must be accompanied by a detailed, accurate sketch of the area of the property which the ap- plicant wishes to have reforested. Failure to do so may disqualify your application. Each applicant is required to complete a Ministry of Natural Resources application form which is supplied by the Authority and both application forms must be submitted to the Authority office. The Authority staff upon receiving the ap- plications will carry out the necessary' field in- spections and the lan- downer will be notified whether or not his or her a.p.p-Li-Ca t i o.n ......_has----.he.e n... approved or rejected. COSTS The charge for machine ,planting is $20 per 1,000 trees planted. The charge. for hand planting is $25 per 1,000 trees planted. The cost of the'' trees is one cent apiece. Applicants will 'be charged for the costs of the trees prior to planting and after the Authority receives nursery 1. ap- proval for the stock. This will confirm and bind the agreement which the applicant enters into. tip A-_RESTRIC IONS • AND LIMITATIONS The Authority may limit the numberof trees which may be planted for one landowner. The species of'itrees which may be planted will be determined by the staff during the field inspection. Trees planted under the machine and hand planting services are not eligible for the Authority's tree planting subsidy. Scotch Pine in pure plantations or in mix- tures containing more than 50 percent will not be planted under the Authority tree planting service. The owner in accepting this assistance agrees to: refrain from cutting for a period of 15 years except for Scotch Pine, dead and diseased trees and necessary thinning; assure that the plantation is adequately protected from livestock; assure that reasonable measures are taken to protect the plantation from fire; permit the Authority to determine the time and method of planting. The Authority with no charge to the landowner will replenish trees if the survival rate does not ,exceed 70 percent after the first year of planting. This will be carried out at the discretion of the Authority field staff. SUBSIDY The landowner to qualify',for this subsidy is responsible for ordering and planting his or her treesunder the aforementioned subsidy conditions. A subsidy of $10 per 1,000 trees will be paid one year after planting provided an inspection shows planting was done with sufficient care to ensure a reasonable survival. The Maitland Valley Conservation Authority's Private Reforestation Program continues to grow asmore and more landowners realize the need and importance of forest cover, In order to keep up with the recent demand, the program has been expanded in an attempt to provide assistance to as many landowners as possible in any given year. In order that the Authority can be of assistance to you, it is suggested that you make your application now to avoid the annual demand.
