The Goderich Signal-Star, 1979-03-15, Page 3ier parking fines now up to $28 BYJEFF SEDDON For the past three years Goderich police chief Pat King has been trying to eliminate vehicles driving on the piers at Goderich har- bour and it appears he may have finally done it. King said Monday that this summer the Goderich police will be •enforcing federal regulations on the pier rather than the Goderich bylaw used in the past, The big difference bet- ween the two is cost. Fines under the 'town's bylaw are three dollars, udder the federal laws they are $28. The chief is confident the enforcement of the federal regulations will end' concerns ' town council has had for the past three years over vehicles driving and parking on the north and south piers. Up until now Goderich police have been trying to curb the practice using town of Goderich bylaws but have had limited success keeping unofficial cars off the piers. The chief feels the town now has the means to enforce the no parking law but needs to make the public aware of those laws. In a letter to har- bourmaster Allan MacDonald the chief said his officers' had been enforcing the stiffer regulations under the Transport Canada Harbours and Piers Act. But King felt that the public was unaware of the laws governing traffic on the piers and suggested that larger "No Parking" signs were needed. The chief suggested the federal government • erect three foot by four foot signs to replace the town owned signs currently in place. King said the new signs would be much more visible than the smaller signs the town installed. He said the present signs are not only small and in disrepair but are located about 500 feet from the area traffic drives onto the pier. The chief said the $28 fine was "severe" for a Goderich twp. to study assessment Accounts totalling over $10,000 were ordered paid when Goderich Township Council met in„ regular session on March 5. Mr. Jenkins and Mr.' Harris were present at the council meeting to diseuss a study of the township assessment. After the , discussion, council passed a motion to request P.G. Gillis to conduct a study of the township assessment base under section 86: of the Assessment Act. Building permits requested by Alec Ostrom to build a workshop and demolish a house were approved by council. A further request by Ostrom for a building permit to build a house will be granted by council upon approval of the Health Unit. For several years the police and town council have been trying to keep vehicles off the wharves and may finally have the means. The police are now enforcing strict federal laws governing traffic on the piers. Offendors will be subject to a $28 fine. Donnelly and Murphy law firm submitted a proposal to council for a spot zoning bylaw to permit John Hindmarsh to sell land to the Boy Scouts. Council passed a motion approving this proposal and further agreed to proceed to implement the bylaw" uponreceipt of the $400 fee and sufficient copies ,,of circulation. Council passed a motion that he be given per- mission to move 14 foot wide mobile homes on township roads between Monday and Friday, inclusive, except for statutory holidays, provided that an O.P.P. escort is present and provided that he checks first with the road Turn to page 5 • parking infraction but pointed out that with signs clearly indicating no entry there should be no reason for anyone driving onto the pier. He added that s -ince the piers are federally owned -the Goderich bylaws cannot be enforced;. The chief said the federal regulations only permit authorized vehicles 'on. the pier. He said vehicles operated by Allan MacDonald and Walter Sheardown would be permitted on the pier to enable them to carry out duties as wharfinger and lightkeeper and that . vehicles loading .fish or supplies to Sovies fisheries ''would also be exceptions. Other than those no vehicles will be permitted on the pier. King added that closer examination of the federal laws indicates that even " four footed animals" are excluded from the wharf. He said he probably would "not get that sticky" but pointed out that the laws clearly indicate what can and can't use the pier. We didn't see the eclipse because Ontario wanted to impose an amusement tax. He said his officers are informing people breaking the law that they are liable to a $28 fine and asking' that they move but ,when the fine is justified it has generally stuck and has been paid.
