Seatbelts save lives.
Any statistic motorists
want to use to determine
the benefits of seatbelts
have that same bottom
line. Seatbelts save lives.
Despite overwhelming
odds in favor of belts
thousands of motorists
still don't use them and
constable Bill Wilson,
community services
officer of the Goderich
Ontario Provincial police
detachment, has heard
just about every excuse
in the book. Wilson has
spent hours and hours
promotingthe use of
seatbelts and during that
time he has heard a wide
variety of excuses people
have for not buckling up.
Constable Wilson has
used films of blood and
guts, sensible reasoning,
pleading and -en-
couragement to try to
convince people their
odds of avoiding serious
injury or death in traffic
accidents are far better
with seatbelts than
without. He says his
programs, which have
been presented in 24 rural
schools in Huron County,
for service clubs and a
number of groups and
organizations, have
'made •e ievers o a of
of people" but adds that
there are still a great
number of people that
refuse to buckle up.
One of the most widely
used themes of programs
dealing with the use of
seatbelts is the "human
collision The theory in
the humancollision_deals
not with what happens to
vehicles involved in
traffic accidents but
rather what happens to
people inside those
vehicles. It is fairly ob-.
vious what can happen to
a car involved in a traffic
mishap but what happens
to people in that car is
something very few
people are aware of.
Extensive study has
been done on traffic
accidents to determine
the extent of the human
collision and those
studies overwhelmingly
support the use of belts.
Wilson's film clips show
slow motion action of
what people go through
when a car or truck they
are riding in is involved
in a collision and many
times when people see
what can happen, even
the most ardent anti -seat
belt motorist has a
change of heart.
One film highlights Dr.
Hedley Smith, a coroner
from the Shelburne area
that has been called to
•hundreds of fatal ac-
cidents during his career.
Dr. Smith advoactes the
use of seatbelts but he
does not use highway
traffic statistics to back
up his arguements. He
uses a mixture of
scientific study, 'medical
facts and uses wrecked
cars and accident reports
from mishaps where
people were not using
belts and where they
were.
Dr. Smith claims that
seatbelts are designed to
keep people in one spot
inside the car giving the
car's outer shell a chance
to do its job in an ac-
cident. He says cars are
designed, despite the
flimsy appearance of
some vehicles, to protect
passengers. The vehicle
surrounds passengers
with sturdy steel and that
frame work is designed to
form a shell around
passengers in the event of
a crash. In many ac-
cidents the outer shell of
the car is badly smashed
and disfigured but it
normally does it job.
The coroner says it is
physically impossible for
the driver or passenger of
a car to do with their
arms and legs what a
seatbelt does....hold them
in place. He says at 30
miles . per hour a 150
pound person sitting in
the rear seat of a car will
strike the front seat with
the equivalent force of
3,000 pounds if the vehicle
is in a head an crash.

tremendous force is the
fact that it will take the
person one tenth of a
second after impact to hit
the front seat.
Smith says the human
collision usually results
in injuries such as broken
necks, severe facial
lacerations from broken
glass and severe- head
injuries. He says the most
common injury is a result
of passengers striking
their head on the dash
board or steering wheel
of the car.
The coroner points out
that seatbelts will cause
some injury. He says
theycan cause rope burns
or bladder and liver in-
jury but quickly points
out that those injuries are
minor compared with
broken necks and head
injuries.
The doctor does say
that seatbelts can be the
cause of death in ac-
cidents involving water
or fire but points out that
without a seatbelt the
impact of a car hitting a
body of water such as a
lake is very similar to the
impact of the car hitting
another vehicle. He
points out that without a
seatbelt people will not
withstand the impact of
the vehicle hitting the
water and so will not be
able to save themselves,
He adds that if they are
wearing a belt they will
usually be conscious and
will have time, if they
don't panic, to get out"of
the car. The same theory
holds with fire. Without a
belt the people will not
withstand the impact of
the collision that started
the fire and will not be
able to escape. -
The coroner adds that
only one tenth of one
percent of the traffic
accidents in the province
involve fire or water.
The film Dr. Smith
stars in also points out
that the best way to get
killed in a traffic ac-
cident, no matter how
serious, is to be ejected
from the car. The film
shows detailed accounts
of what can happen to
people thrown clear. The
people strike their heads
bn pavement or_.abstacles
near the road such as
trees or rocks. The
vehicle runs over them or
in some cases rolls on top
of them.
"Let the shell of the car
do its job," the coroner
emphasizes. '\
Constable Wilson
claims someof the
reasoning people have for
not wearing seat belts is
amazing. He says ex-
cuses like "I don't like
them....they burn my
neck...they mess my
clothes...I feel tied
down....they're, un-
comfortable or nobody
tells me what to do" are
common. Wilson points
out that after the
presentations many of
the people will approach
him to say they didn't
realize what the seatbelts
could save them from.
"I would say 60 percent
of the motorists on the
Jkkghway use seatbelts,"
said WilsonBut that is
just a guess."

he feels his work in the
schools is effective. He
has had parents approach
him and say that after the
child saw the seatbelt
presentation they
Wouldn't allow anyone to.
ride in the car without
wearing belts. Wilson
takes pride in that. He
'says he hopes that
youngsters get in the
habit of wearingbelts and
insisting others wear
them. He hopes to have
much more than 60
percent of the motorists
in this area wearing
seatbelts in the future.
No matter how you look
at it the odds are in favor
of seatbelts. If you're a
gambler you may be
interested to know that
you have a 16-1 shot'at
walking away from an
accident with minor
injuries if you are
wearing a seatbelt. If
you're not you could be
one of the 2.5 million
people that will be killed
or seriously injured on
Ontario highways in the
next 20 years.
Buckle up....the odds
will be in your favor.
