Because of the price pressure of these im- ports, the greenhouse board must set prices the market will bear, which frequently do not cover' production cost. However, other factors can bring prices up. Poor weather in major growing areas like California can reduce the crop there, bring prices up, and' produce a better price climate for Ontario crops. In 1974, provincial greenhouse vegetable growers received an average gross price of 40.3 cents a pound for their tomatoes. The price rose to 50.2 cents in 1975, dropped to 43.2 cents in - 1976, rose to 43.6 cents in 1977, and averaged 55.4 cents this year. No one keeps records of retail prices of Ontario grown greenhouse, vegetables but a board spokesman estimated those prices as follows for the 1974-73 period : 69 to 79. cents a pound: 89 cents: 69 to 79 cents: 69 to 79 cents: and 99 cents in 1973. Obviously there is a wider margin between grower and retail prices and less stability for greenhouse vegetables than for eggs and turkeys. Greenhouse crop production is not con- trolled and the price is set according to market trends only. Eggs and. turkeys, on the other hand, are produced under strict quotas and the farmer price is based on product -ion cost. Sometimes, as with eggs recently, the farmer prices can go down. Mostly they go up, however, as production costs increase. ' Ostensibly, the productionquotas keep supply. in line with demand to create price stability at all levels. `FARMERS CAN, GET HURT However, not all far- mers are in favour of supply -management and price controls. Many feel they should be able to operate on their own with no agency looking over their shoulders. And the system can hurt farmers who don't follow the rules. Dairy farmers, for example, are financially penalized for exceeding their production ,quotas. The ones who stick with the business enjoy the relatively stable returns offered by that industry. Every system can be beaten, however. The Ontario Milk Marketing Board up to now was almost helpless to do anything about a number of farmers who over- produced while most of their colleagues sweated °` under reduced production quotas which made it hard to pay the bills. The same dairy producers, however, are heavily penalized for over -quota milk. ` For the most part, farmers under a supply - management system, or any negotiating or agency type of marketing board, are reasonably satisfied that the boards have contributed to their well -beim. BEEF PRODUCERS REJECT AGENCY There exists one group of farmers which actively rejects any type of marketing agency for its commodity - beef. Canadian beef producers are notoriously independent - so much so that they nearly drove their industry into bankruptcy a few years ago while consumers enjoyed relatively low prices. - • In 1975, cattle numbers were at their peak in " Canada and prices were - accordingly low. During that period, cattlemen lost some $400 million, according to the Canadian Cattlemen's Association (CCA) because they couldn't meet production Costs.
