CEM k has a cost -of - production formula- . which is continually reviewed and which is the basis of the producer price across Canada.. 4,11 provinces have their own egg marketing boards, however, which dole out individual production quotas to farmers, ap- proved each year by CEMk. The situation is slightly different for turkeys. The federal body sets production quotas but the producer price is determined by eachof the eight provincial marketing boards in existence (Newfoundland and Prince Edward Island don't produce enough turkeys to warrant boards.) Nationally, industrial milk (used for ice cream, cheese and other dairy products) is produced under strict quotas set by the Canadian Dairy Commission (CDC) and doled out to farmers by provincial marketing hoards. The CDC sets' a target •price, which - the provinces use as a base in determining the in- dividual farmer price for every 100 pounds of milk. Production and price of fluid milk used for drinking is the respon- sibility of the provincial boards. As well, Ontario tobacco growers operate under strict production quotas but the crop is sold by auction each_ year to tobacco firms. Western wheat growers operate under the Canadian Wheat Board whicl)-,does not set prices for export wheat. 'However, all wheat sold domestically (including Ontario winter wheat, marketed by a , separate provincial marketing hoard ) is sold ata pegged price. Export wheat - again, including the Ontario crop - is sold at world prices by the Canadian and Ontario wheat boards. This plethora of marketing boards seems complex, but in order to judge their effectiveness, one can look at price performance. THE IDEA BEHIND 7'}IE BOARDS The whole idea behind marketing boards is to provide so-called fair returns to farmers and keep prices stable. Board •supporters argue that stability • in the farm sector leads to stability of retail prices: Eggs, for example, have ,6,hown remarkably stable' --prices • (although they have generally in- creased each year) in the recent past. From 1974 to 1977, producer prices' for Grade k large eggs in Toronto averaged 56.17 cents a dozen; 60.67 cents; 70.33 cents; and 70.83 cents. For the same period, Toronto retail egg prices averaged 82 cents a dozen; 82,1 cents; 87.4 cents; and 8.6.2 cents. For hen ` turkeys. weighing 10 to 16 pounds, producer' -prices in Toronto from 1974 to 1977 were 41.8 cents a pound; 42.4 cents.; 46.6 cents; an -d 46.7 cents. For the same pertotl, retail prices were 76.4 cents a pound: 8.0.6 cents: 92.7 cents; and 92.2 cents. Marketing board supporters look at those figures and claim that they indicate the price stability for farmers and consumers price and production controls can achieve. The Ontario • Greenhouse Vegetable Producers' Marketing Board, based in Leamington, does not control fresh tomato and Cucumber production'but sets a farmer price based on market conditions.
