( phbto b3' Dave Sykes) Planning board approves clinic BY JEFF SEDDON Goderich Area Plan- ning board supported a proposal for a new dental clinic in Goderich but asked Drs. K.W. Cam- pbell and R.D. Speers to make some adjustments to their proposal to make ' it compatible with the area it is to be located in. Dr. 'peers told the board he ---and Dr- Cam- pbell were .planning to build a. two "story struc- ture on Cambridge Street housing a dental clinic. and two apartments. He said the building , was designed to specifications outlined in the town's -.-affiicial'.--plan under a residential zoning and asked that the board adjust the residential zoning now on the land.to permit the proposed use. The dentist :said he had designed the building to . fit on the rearof a lot with, a 12 space parking area on the front portion exiting onto Cambridge Street. He said–the .of- ficial plan' required 12 Board opts out,ofOS BY JEFF SEDDON The Huron County Board of Education decided Tuesday a $4,700 voice to the ministry of education was too ex- pensive. The board decided not to renew its membership in the Ontario School. Trustee's Council (OSTC) the of- ficial pipeline to the minister of education for school boards -in the province. Membership in OSTC has been a contentious issue with' the board -for the past year. When the $4,700 membership came due in 1978 former Goderich trustee Cayley Hill suggested the board shy away from joining. Hill said at the time that the board faced a very tight monetary situation in the next few years claiming the money could be better spent. He told the board that teachers had been requesting new , equipment for technical and commercial classrooms pointing out that the $4,700 could "buy a lot of typewritets". Shirley Hazlitt, trustee for •Goder9ch township, defended membership in OSTC when Hill suggested the board get out. Hazlitt said at that time that the conference for new trustees spon- sored by the council was very worthwhile and she felt the board should remain a member of the council. Hazlitt has come full circle. Tuesday she made the recommendation that the board get out of OSTC. She said she felt the board voice to the minister of education through OSTC was "not very loud and not very clear" and recommended that the board not join this year. Bert Morin, 'Wingham trustee and new to the board, took the stand Hazlitt did last • year. Morin said he had recently attended the OSTC conference for new trustees and found it very worthwhile. Morin said he was impressed with OSTC with a few ex- ceptions saying "I really feel the council can do' something for us (the board)". He conceded that he did not like the price of membership. Hazlitt said she hesitated making the recommendation not to join OSTC. She said she "probably will have to eat a little crow" pointing out to the board that when the discussion was last heard she was saying what Morin is saying and Hill was saying what.she is now. She said her reservations about making the recom- mendation had to do with the fact that the OSTC was the "official" voice to the minister but she added .that she felt $4,700 was just too much. Zurich trustee Herb Turkheim told the board that membership in OSTC is not the criteria for attending OSTC' • sponsored conferences. He told trustees that anyone wishing to pay registration fees for the conferences was welcome to attend. Clinton trustee Dorothy r Williams told the board it could take another look at the matter after having been out of OSTC 'for a year to see if the board "lost $4,700 worth of information". She said if that was the • case the board could rejoin. Dorothy Wallace, Goderich trustee, reminded the board that membership in the council may be in the board's best interest, She said teacher,s .are organized in groups and they are forced to join their respective .groups whether they like it or not. She pointed out that teacher organizations have considerable clout politically and if the boar ever wanted to use Tt rn to page 5 • parking spots and if the lot was located to the rear of the building only eight spaces could be provided. He added that the clinic was sandwiched between an equipment rental firm Lind residential land use and felt that the adjacent land uses woutd make it compatible. The board, told Speers he could ask for relief under the official plan to allow the reduced amount of parking spots and put the parking lot in the rear of the lot. The•board felt the react' lot would be Netter suited to the surrounding residential land use and would reduce the chances of objection from surrounding land owners to the clinic. Speers pointed out that if possible the dentists wanted to provide 12 parking spaces. He said tenants in the apartments would be using the lot as well as the .dentists and their employees and with eight spaces only two 'would be left for patients. He said patients are scheduled into the office on a regular pattern but the extra spaces may be needed.
