Huron County Health Unit ... what does it do .., how
why?`Would you like to look inside your Health Unit
... after all, you (and I) are paying for it?
Public Health Agenices (Units) are established
under the Public Health Act, Statutes of Ontario.
Under the Act there -are two principal bodies who are
responsible for "the ,public health". These are the
Provincial Ministry of Health and the local. Board of
Health.
The Provincial Ministry of Health has various
departments which• deal with general medical ser-
vices, hospital services, community health services,
mental health serviqes, etc. That branch dealing with
community health services acts as director of the
overall provincial public health programmes, sets
financing goals, a,nd acts as a consultant to the local
Health Unit in case of difficulties.
For example, if I need advice on how to deal with a
difficult or unusual situation, there are specialists in
the fieldsof infectious disease, child care, school
health services, and many others, with whom I can get
and share opinion.
ur IIuron Health Unit
The local Board of Health directs the Health Unit,
taking into consideration the Ministry of Health's
progams and plans throughout the province generally
and its own view of the needs in the county. The
members of the Board of Health are drawn from the
Huron County Council, with the exception of one
representative appointed by the provincial Ministry of
Health.
The members from County Council, and especially
the Warden, are familiar with many other aspects of
Huron County planning and services, for example, •
Social Services, Family and Children's Services, and
county Planning and Development. This gives some
measure of continuity and integration in the overall
development of Huron County social `pnd health
planning. County Council has merhbers sitting on the
hospital boards throughout the county and this further
improves input into health service development.
These two bodies, the provincial Ministry of Health,
and the Huron County Board of Health, largely shape
the, direction of the Health Unit's program and ser-
vices. Direction is given to them through the Health
Unit staff, particularly the Director of Nursing and
Inspection, and the Medical Officer of Health. The
three of us direct the services given by the Health Unit

and Scan assess what services are adequate, which
need improvement, and whicha re redundant.
The county physicians, cognty hospitals, social
service agencies, volunteer groups, separate and
public schools, and many other bodies, are in regular
contact with us and provide the Health Unit staff with
an idea of the services ,we should provide to both those
3rganizations• and the people of the county.
These service directions ,are then brought., through
the Medical Officer of Health, to the attention of the
Board of Health, and through them, County, Council, so
that improvements or changes _May be made in the
services given to Huron County.
This may At first seem like an awkward system. I
sometimes see myself as being an arbitrator between
the service requirements -and political direction, but in
this type of a system there exists. an automatic set of
cheques and balances so that, hopefully, few of the
services given are unnecessary or inappropriate, and
those services that are necessary can be identified.

What is commendable is that the Ministry of Health
and the elected representatives of Huron County have
a genuine interest in the well-being of the people of the'
county and have an opportunity to partake in the
development of health services here.
The next article will explain financing and perhaps
show you where some of (your, and my, tax dollars go.

This summer will see
the beginning of the fifth
season of the Blyth
Sumtner Festival, and
preparations are already
underway to make it a
very special one. Artistic
Director, James Ray, is
searching, reading and
selecting this season's
'plays, and as soon as he
has reached a final
decision, the Festival
shall let you know. A
Canada Council grant,
which . was received in
September, will be used
to "commission" one of
the 1979 summer
'productions.
The Annual Meeting .of
the Blyth Centre for the
Arts was held on
November 80, 1978. The
new executive is as
follows: past president -

president - Mrs. • W. B.
(Sheila) Richards, vice-
president - Mrs. Lynda
Lentz, treasurer - Mr.
Brock Vodden, and
secretary- ---Ms Bev
Katzin Walker.
' A vote of thanks is
extended' e7to'. Keith
Roulston who liras been
involved with Blyth since
the beginning. In his role
as past president, he will
be a great support to the
Board of Directors.
Thanks also to Mrs.
Susan Howson who was a
most efficient, loyal and
hard working secretary.
Sheila Richards lives
,j:us.t outside Brussels and
has been, a resident of
Huron County for the past
three years. . The
Richards, 'formerly of
Burlington, farm in Grey
Township.
As a board member,
:she has enjoyed her
contact with the Blyth
Centre for the Arts and
the many activities in-
volved with it. She has
been particularly im-
pressed with the support
received •by the theatre
from The merchants,
business community and
the•town'speople of Blyth.
She feels that theatre,
music and the arts are a
veryimportant part in
the lives of the folk of
Huron County.
In conclusion, she
stated, she has a I most
positive feeling about the
Blyth Centre for the Arts
and its future and is
looking forward with
great- anticipation to the
1979 season.
