make the Environmental
Assessment Act effective
and meaningful, failure

on the Great Lakes
cleanup.
The Minister, of
Housing, the Honourable
Claude Bennett, was in
hot water over` his
decision to over -ride the
decision of the Niagara

development permit to
Cantrakon Limited for an
executive hotel and
conference centre . at
Caledon. Opposition
Parties 'prevailed. upon
the . government to
"encourage" Cantrakon
to look for alternative
sites.
