A letter from the Huron County Chief Librarian, dealing with the Dungannon Branch of the Public Library', was read to council.Councillor Durnin agreed to in- vestigate the possibilities for the relocation of the Dungannon Bran -t and the -Clerk was directed to reply to the Chief Librarian to this effect. A letter from Ron Fleming, Huron County Agricultural engineer, was read. The Clerk. was directed to write Mr. Fleming and invite him and Mr. Bradshaw to the February council meeting, or whenever they can attend. Council passed a motion: "That West Wawanosh Township donate $250 to Auburn • Centennial- Committee - for assistance with a working fund before the celebrations, and to consider a further ad- vance if the committee finds it necessary." A resolution from the Town of Oakville, con- cerning the exploitation of women and the distribution of por- nographic material, was endorsed by council. A motion was passed by council: "That West Wawanosh Township Council authorizes the sale to the Ontario Municipal Improvement Corporation of , deben- tures for $15,000 for a term of ten years to cover the purchase by the township of a one-quarter interest in a new fire truck, and its share of the cost of acquiring a one- quarter interest in all fire -fighting equipment presently owned by the Corporation of the Village of Lucknow." By-law No. 1, 1979, was given third reading and finally passed. This by- law appoints the various municipal officials and sets out their respective salaries or fees. Ten percent raise was given to all - employees negotiating salaries, including the council mar bers' honoraria. By -Law No. 2, 1979, was given a third reading and finally passed. This by- law authorizes the borrowing of sufficient funds during 1979 to cover expenditures necessary before taxes are collected. Council passed a motion: "That the salary of Road Superintendent George Humphry be raised by ten percent to $6.10 per hour.'%. The Clerk was directed to advertise in local papers to the effect that the ` Township Waste Disposarsite i`s now open on Saturdays only until April; and that the township and its snowplowing operators are not• responsible for damage to vehicles left parked on roadsides during the winter. Council set du*n the holidays for which road employees will be paid. These are: New Year's day; Good Friday; Victoria day; Dominion day; Civic Holiday; Labour day; Thanksgiving day; Christmas day and. Boxing day. The road accounts were ordered paid. The general accounts were passed for payment. Council •adjourned to February 6 at 1 p:m. East Wawanos: business routi The Council of the Township -of East Wawanosh met in regular session on January 2 at 1 p.m. The Canadian Imperial Bank of Commeete, Wingham was again appointed the- banker of the Corporation of the Township of East Wawanosh. The Reeve -and Clerk -Treasurer were authorized on behalf of the Corporation of the ----Towtiship-to-ace ur-e—al acts regarding Banking Authority. By -Law Number 1, 1979 being a by-law to authorize the borrowing of $250,000 to meet, until the taxes are collected, the current expenditures of the municipality for the year 1979, was in- troduced, read a first, second and ._ thirdtime and finally passed. By-lawNumber 2, 1979, being a by-law of the Corporation of the Township of East Wawanosh to appoint a Clerk, -Treasurer -Tax' Collector and to set the salary was given first, second and third readings and finally passed. Winona Thompson was appointed. By-law Number 3, 1979, being ' a by-law stating that the Township of East Wawanosh and snow plowmen shall not be responsible for damage to vehicles or mail boxes left , in the way of a snowplow was given first, second and third readings and finally passed, under authority of the Highway Traffic Act. Also any vehicle left in such a manner as to interfere with the clearing of snow from the highway, shall be towed away at the owner's expense. A grant of $25 was given to the Ontario March of Dimes. Membership fee of $31 was paid to. Ontario Good Roads. Association for the year 1979. A grant of $255 was paid to the Wingham Recreation and Com-, munity Centres Board covering surcharge 'for the ratepayers of the Township of East Wawanosh. • ' The Blyth Fire Levy for the year 1979 was paid in the amount of $2,660. 1- - A -'building permit was approved and • is to be issued to Ralph Campbell for a sow barn, subject to the approval of the Min -is -try , -o-€--- the - Environment. • John McClinchey, road grader operator, was guaranteed a 40 -hour pay work week. After 40 hours, he is to get time and a -half overtime per - hour. pay. Also he is J.J. (Jim) MULHERN GENERAL INSURANCE GODERICH 524-7070 granted 11/2 days per month sick leave; credit for sick days to be deleted every two weeks. C. W. Hanna, Road Superintendent; is to contact Ken Dunn, Burns Ross & Associates, Goderich regarding load limits on the bridges in the township. A motion Was passed that council apply for the balance of -annual petition, -for -subsidy under --- provision -of the Public Transportation and High- way Improvement Act for the year 1978. A motion was passed that road accounts of .$5,194.32 and general accounts of $6,49.9.01 was presented to be passed and paid. Council adjourned to meet again on February 2 - at 1 p.m: Twp. approves hospital request. for $1,588 Goderich Township Council met on January 2 at which timecouncil members hearda request from Alexandra Marine and General Hospital to approve their proposed additions and renovations. Council moved to accept the sum of $1,588 as the t'ownship's share of the project with - the understanding that $1,588 is the top cut off figure, and that if the project is constructed for less than the estimate, the township's share will be reduced on a pro rata basis. George Brophy presented a sub -dividers agreement to council on behalf of S.A.M. Council agreed to study the agreement, . to have the clerk consult with the solicitor and to meet on February 5 , with Mr. 13roptl:y. • The Ministry of Housing'submitted'a plan of sub -division on part lot 4 B.L. concession now in the village of Bayfield. Council did , not approve of the 40• residences all exiting onto the township sideroad when a paved road was adjacent to the sub -division.
