Councillor Jim Searls, Councillor -Elsa Haydon
and Mayor Harry Worsell voted Mogtday evening
against a motion by Reeve Eileen Palmer and
Deputy -reeve Bob Allen to ask Huron County
Council to increase their annual ,support to
Goderich Municipal Airpdrt.
The motion noted that- the town• wishes to
acquire three lakefront lots for, future airport
expansion. The purchases would be staged over
three years - one in 1979, one in 1980 and one in
1981.
Currently the county pays $16,000 per annum,
towards the operating expenses of the airport.,
The motion asks that the county now pay an
amount equal to 50 per cent of the airport losses
to a maximum of $23,000 upon receipt of an
annual statement. •
Councillor Elsa Haydon said she was in favor
of asking the county to contribute a greater
share of the expenses at the airport, but claimed
she was not in favor of the purchase of three
4- akefront lots to allow further airport expansion.
The recorded vote, however, approved the
motion by a vote of 6-3.

favor of allowing commissioner of works Ken
Hunter to attend an -upcoming parks convention
in Hamilton, but in a recorded vote the
remainder of council vetoed the idea.
Hunter is scheduled to attend two other
meetings out of town, and some council tnem-
bersrfelt he would be much more valuable at
home than at a parks meeting.
Councillor. John Doherty, chairman of Parks,
had hoped Hunter could go to relieve him of the
responsibility. Doherty, who has been iII and off
work for sometime, had suggested he did not
wish to leave his job for the .meetings even
though it would require only one d -ay away from
duty.
However, after council turned down the
proposal to send .Hunter to • the convention,
• Doherty announced he would attend.
Councillor Elsa Haydon will be attending the,
conference as a member of the Ontario Parks
Association. .

Councillor James Magee said he'd like to see,
the site lines to the harbor .cleared during •the
winter SQ that -summer picnickers could enjoy
the view from just about. anywhere along the top
of the bank where there a,re picnic tables
situated.
"People come for miles to picnic in Goderich,"
- said Magee. Councillor Elsa Haydon, a member
of the parks committee, said the department' .vas
already doing much of this work during the
winter -months. She also claimed that a more
---=earefu•l-positioning-of•the tables would
riefs.

Ed Scruton's recent resignation from the
Goderich Volunteer Fire Brigade was not ac-
cepted by the firemen, and on Monday evening,
town council concurred with the brigade's
decision.
Scruton, on staff at the airport, isn't available`
;,to attend daytime fires and felt he should resign
from the fire fighting team. But the firemen
disagree, saying Scruton is a trained fireman
arid could be of great benefit to the brigade even
in limited participation.µ
The firemen also believe that as a trained
firefighter, Scruton is also more valuable to the
town at the airport. Ken Hunter, commissioner
pf works, pointed out that the nature of Scruton's
job makes it impassible to leave during the day,
even for a fire.
The resignation of Howard Aitken from the
Goderi.ch Tourist Committee has been accepted
by council, and the position will be filled by Bert
Squires.
Reeve Eileen Palmer also requested that the
tourist committee make a renewed effort to get
their minutes to the council table more promptly
than in thepast.

The traffic committee report caused some
dismay for some members of town council
Monday evening. It appears there is much
disagreement over the new regulations involving
cars parked on the roads during the winter
months, hampering snow removal crews in their
work. '
It has been Agreed by. the • traffic com-
mittee...and approved by council' .that cars will
only be towed away when they interfere with
snow removal. At other times, they will be
ticketed under the•byiaw. Fine is $3.
It was learnedthat on one evening recently, 53.
warning tickets were issued by Dick Eisler,
bylaw control evening. The next evening, only 13
of the same cars were left on•the road.
"People are complying with the regulation,".
said Deputy -reeve Bob Allen. "There has been a
marked improvement.
Councillor Jim Searls of the traffic committee
didn't agree with intermittent towing. He said
either the bylaw` is enforced 'from November
through March or it isn't. He felt the
municipality houldn't tow cars away on some
nights...and not on others.
"It would beinice if we could say that people
should take their cars off the streets on Friday
nights because that's when it's going to snow,"
said Allen. The deputy -reeve said --that when
snowisn't'a problem, the cars won't be towed
away but they. Will be ticketed. •
There is a further regulation now regarding.
parking on municipal streets. Cars may only be
parked on the street for 24 hours at a stretch. The
bylaw „was extended in recent y�rr_s-to48 hnnrs,
but du, to some problems the time limit reverted
to the previous requirement of 24 hours.

Donnelly discussed the
possibility of having the
third arena staff person
working at Agriculture
Park du;y-ing the summer
months maintaining the.
soccer and ball fields and
the grandstand.
Bill Mclssac, the third
staff person at the arena,
is employed at the arena
during the ice season and
then manages the marina
from May to October.
Donnelly said that with
completion of the
grandstand it would
make sense to have
Mclsaac work at
Agriculture Park during
the summer, instead of
the marina.
The board previously
had a working
arrangement with the
town's parks department,
who maintained the
parks soccer field and
ball diamonds and were
then to charge the cost
back to the recreation
board. Fortner parks
chairman, Elsa Haydon,
said that unfortunately
the costs were never
charged back to the
board but were 'included
in the parks budget.
Haydon commented
that as parks chairman
she had approached the
board about assuming
responsibility for the
park but at that time the
hoard felt that the parks
department should
maintain the park
because they already had
the _equipment and
manpower to do it.
"You told us to look
after it and then charge
the board but we paid the
bill," Haydon said. "It
makes • sense for the
look after the park but the
third person is, not the
ans er. Students could
be hired at a cheaper
rate."
Board members were
in general agreement
that a student or students
could be hired to main-
tain the ball diamonds
and clean up the gra.rt-
dstand after racing but
that the parks crew would
still have to letok after
grass cutting because
theykbaVe the equipment.
The cutting takes at least
r park
a day to complete on a
once a week basis. •
Bob Gibbons told board
members that €he
grandstand is still the
responsibility of the
Sports. Committee until it
is paid for.
