The Goderich Signal-Star, 1979-01-04, Page 23I • By Jack Riddell MPP Looking, back Some people made headlines this year for the strangest reasons. For example, Robert Jackson, head of the Commission on Declining Enrolment, for his bizarre remarks about test . tube babies, paying women to have children, and racial suicide. Chastised by MPPs for gratuitous, insulting, thoughtless and racist statements, he solemnly promised not.. to offend. again. One Minister caused a furore about topless waitresses; another's "workfare" proposal was charac- terized as outrageous, b inflrmatory and idiotic. A Deputy Minister was found guilty of contempt of court: he had relieved a-H,uronia Regional Centre coun- sellor 'of his position • e ver because he had kicked a mentally retarded woman in the face. The counsellor was later transferred to a job in another ministry where he would no longer have direct contact with residents in any provincially—run in- stitution.. Amendments to the Mental Health Act af- fecting civil com- mitment, confidentiality and the role of the Publie Trustee were given Third Reading, as was the y., t!78 in Ontario controversial bill on Occupational Health and Safety.
