There are always
changes in education. We
are expecting a continual
drop in the enrolment, at
least for the next five
years. At present we have
a committee - of which I
am a member - looking at
ways in which we are
going to handle this
decline. We are also
being urged by some
parents for a return to
"the basics" and by
employers for a more
practical application
process of "these
basics". I'm sure these
pressureswill havean
effect on future
education.
9. Have you any ideas or
recommendations to
make to the board on how
it can cut costs or do you
intend to rely on the
board's senior ad-
ministrators to come up
with those ideas?
The author of these
questions uses the phrase
CUT COSTS. If it was
only as simple as those
two small words. The,
board, administrators,
teachers, parents and
students must work
together to control costs.
We have over a
,$.20,000,000. -..budget. - gf
that budget over 75 per
cent goes towards
salaries. To control . this
we are facing tougher
• negotiations and -or less
staff which ultimately
creates unrest in an
already insecure staff.
This is an area where we
all must act responsibly
to ensure fairness to
employees, students and
ratepayers. The second
largest chunk of .the
budget goes towards
transportation. I feel we...
need route reviews and
boundary. reviews.
,because of our shifting
population and declining
enrolments. The reviews
would be a benefit to both
contractors and the
board, but would require
the ,co-operation of
parents and students.
10. Do you feel the board
of education does an
effective job running the
education system in
Huron County or do you
feel in a great many
areas . it is 'merely a
rubber stamp for ad-
ministration?

The board and ad-
ministration work
together. The new
committee system has
helped to . alleviate a
rubber stamping effect.
Trustees set the
guidelines for all
negotiations of all con-
tracts while " ad-
ministration usually
offers recommendations
on academic subjects.
These recommendations
are usually•accepted by
the board, but I can recall
instances where the
board has rejected some
recommendations - much
to the -consternation of the
administration. All in all,
the Huron County Bd. of
Ed. is a co-operative

be cut across the board to

If it is possible to cut
staff and programs
across the county to keep
the schools operating as
of the present time I
would be more in favour
of this than closing a
school.
2. Do you feel that the
board Is doing everything
it can to improve its
relationship, with
teachers and other staff
or do you feel that the
present relationship is
adequate?
Due to the strained

negotiations I believe a
lot of fences have to be
mended by both or all
parties concerned.

present financial position
of the board and do you
think everything possible
is being done to prepare
for financial problems
being forecast by
declining enrolment,
cutbacks in "provincial

adequate spending
priority has been

I have .not the facts to
back up an answer on the
first part of the question.
As to the spending
priority for the next five
to ten years there has
always been a forecast of
capital cost items
prepared and budgeted
for.
4. Would you support a
board decision to close a'
school in your con-
stituency if it clearly
showed that it would
enable the county system
to continue' to operate
satisfactorily or would
you oppose it just because
the school was in your
area?
If the economics and
the electorate of the
particular' area were in
support of this it would be
done.
5. Do you feel the board
acted properly *banning
The Diviners from the list
of approved textbooks for
high school English
classes? Would you
support a move in the
effort. future to have other
books banned from
classroom use?

I believe the book
should have been left for
the senior level of studies
in the school (i.e. Grade
12 and 13). No - because
there is worse literature
available to the public at
(
the book stores so it
would follow that cen-
sorship should come from
the federal or provincial
levels.

the board has, over the
past few years, allowed
'itself to get out of touch
with the community it
serves?
The trustees have a
good rapport with the
taxpayers and are willing
to meet and discuss
problems at their con-
venience.
7. Do you feel the board
does too much or too little
business behind closed
doors or do you feel
everything is being done
to make everyone aware
of the business handled
by the board?
In the terms I served on
the board the business
done behind doors was
necessary and the
decisions reached always
became public.
8. Do you envision any

Huron County in the next

are they?
Major changes will be
reflected by the monies
available. I would say
that we will have to be
able to afford eduction - it
may entail staff cuts and
some programs getting

- and leaving special
programs to community
colleges.

My answers to question
No. 8 (getting back to
basics) and the advice
from the administration
should keep things on an
even keel.

In comparison to other
county boards we rank
quite high on the scale as
to cost per student and
cost of administration on
the economic side. In this
area they do an effective
job. I do not believe the
board is a rubber stamp
for the administration.

"It all started at a little
5000 watt television
station..."
That's newscaster Ted
Baxter's line in the Mary
Tyler Moore Show but it
could very well be a line
for the crew` at the
Channel 12 TV Station
located at Holmesville.
Ronnie Varga,
program co-ordinator for
the community TV
station is really excited
about this ; year's
line-up of shows. She
feels that community
programming has come a
long way since it was
started here three years
ago. This year the station
will produce six different
programs up from last
year's ' three. This in-
crease is all due to the
tremendous efforts of the
volunteers who work for
non-profit community
programming.
The volunteer crew was
originally ,taught to use
the equipment at the
station by ' a technician
but since then, they have
mastered the equipment'
by trial And error and
practise, practise,
practise!
The station does not
have a full crew for both
nights of their
programming so the crew
that does exist often has
to double up for both
nights. Ronnie would like
a full crew for each night
and would be happy to
hear from anyone who

programming runs from
November to May. It
begins this year on
November 22. On Monday
evenings the Lions Club
TV bingo' is on from 7-9
p.m. On Wednesday
evenings from,.7 to 7:30
Doug Fisher of Goderich
will host a sports show on
TV 12 called Simply:
Sports. Then from 7:30 to
8 p.m: Stan Profit will
host a show called I'll be
Seeing You, in whichhe
will interview people of
interest in the com-
munity. Every few.weeks
both Ronnie and Stan will
appear on this show to
give different points of
view.
On Thursday, evenings
TV 12 will feature a
different regular special
once a month. Warren
and Eleanor Robinson
will host a musical
special called The Best of
Friends one week a
month; Fred Salter will
host a program called
The Bluewater' Special on
events at the Bluewater
Centre one week a
month; and Ronnie
Varga will host a
program called Foxy's
Friends (about "women
stuff and silliness") one
week a month. It is hoped
that the Goderich Little
Theatre Group can fill in
the remaining week of
each month with weekly
specials.
Thursday evenings will •.
also feature other local
talent and events filmed
by the crew who will be
wandering about the area
once in a while with their
portable camera.
TV 12 also covered the
local elections this year.
Community and social
events and barometric
readings are on TV 12
when community
programming is not on.
"Everyone pitches in
here and we all have a lot
of fun," says Ronnie, who
feels they are all doing
something for . the
community.
What people have to
remember, she says, is
that "community
station" means it's
everybody's station in the
area (Goderich, Clinton,
Vanastra and
Holmesville): She would
like to hear from anyone
who has any ideas or who
would like to assist the
crew.
With more programs
this year and an increase
in standards, who knows,
the crew at Channel 12
may some day be saying:
