crop will be sold. "As it is
now, a corn producer is a
taker - he takes what he is
offered because he has no
alternative other than holding
his corn on the farm," he
said.
The National Farmers
Union believes that
marketing problems faced by
all Canadian grain growers
could he greatly improved by
expanding the jurisdiction of
the Canadian Wheat Board,
thereby providing a real
national grains policy.
However, it realizes such a
move is not likely in the near
future.
In the meantime, Mr.
Casey said, we are very
concerned there may be mass
bankruptcies if action is not
taken immediately, because
corn producers are being
offered prices below the cost
of production. In relation to
costs of production farmers
are facing a situation com-
parable to the depression
years.,,
The brief presented asked
for proclamation of a special
act of the legislature to
provide for appointment of a
Commission to administer a
marketing plan, that would
have sufficient powers to
effectively regulate the
assembly, buying, selling,
transportation, storing and
'processing.
The NFU strongly believes
the Commission must have
the authority to determine
prices at which corn may be
bought, and determine dif-
ferent grades for different
zones in the province.
Included in the proposal are
provisions to operate a pool or
pools - for returns to
producers; enter into
agreements with persons or
agencies to act as agents of
the Commission; negotiations
with general farm
organizations re the terms
and conditions under which
corn would be marketed.
The NFU seeks the support
of the Ontario government in
urging the Federal Gover-
nment to vest the power to
control corn imports in the
Canadian Wheat Board,
which now controls imports of
wheat, oats and barley,
rather than the Department
of Trade and Commerce
under the Export -Import
Permits Act.
Mr. Casey said that Mr.
Newman promised to put his
views on the proposal in a
letter in the near future.

David Hynes of Wingham
was the guest speaker at the
first Goderich Home and
School Association meeting of
the season held,on November
3 at Robertson Public School.
His topic was the .Block
Parent Program.
The Lions Club of Goderich
has already offered $100 to
the program and Richard
Hooper of Goderich was
present- at the Home and
School meeting to say that he
would endeavour to get a
citizen's organization
together to set up the Block
Parent program in Goderich.
Hooper's own parents were
Block Parents in London,
Ontario where the program
originated in1968.
The Block Parent program,
is an organized method of
protecting children ..in the
community. Any responsible
adult over the age of 16 who
cares about the well-being of
children and has been
screened by police can
qualify as a Block Parent. An
easy -to -identify, red and
white graphic symbol of the
Block Parent program is
placed inside the Block
Parent's window where it is
clearly visible from the
street. This sign is an in-
dication to children who pass
by that they will receive
immediate help at this home
for any emergency. It is also
an indication to criminals or
trouble makers that children
in the community have been
taught how to deal with
strangers and that the
citizens are alert.
In emergencies involving
child molesters, the Block
Parent will call police and
parents while . offering
protection to the child. In
emergencies involving
physical injury or illness, the
Block Parent will be advised
to contact the child's parents.
If the parent is unavailable,
the Block Parent will then
contact the police department
if warranted. All new
Block Parents receive in-
struction' on proper
procedures.
NO CHANGE IN
LIFESTYLE
Hynes emphasized to those
parents present at the Home
and School meeting that there
is no change in the lifestyle of
a Block Parent. If the Block
Parent is unavailable for any
reason, he, or she simply
removes the sign from the
window.
The Block Parent has no
legal status except his
natural status as a private
citizen. He is simply a
volunteer. Children should
use the Block Parent home
when alarmed by strangers

Wingham, told parents at the
Home and School meeting
how to go about setting up
their own program in
Goderich. He said that the
cost for brochures and other
such advertising should not
cost more than $1,000. The
cost in Wingham was $300. It
is important, he said to get
the co-operation of police,
schools and volunteer parents
and community groups.
Those present ,at the Horne
and School meeting were
informed by Sergeant Mery
Witter that the Goderich
police "are very much in
favor" of the Block Parent
program. He said the
program would help the

It may seem that scientisiks
of the Canadian Wildlife
Service have discovered the
obvious. In this' case,
however, the wolf attracted
by this internationally
famous perfume is not the
woman -chasing human
variety, but "Canis lupus", a
fur -hearing carnivore
abundant in most parts of
Canada.
As part of the Canadian
government's contribution
toward making the trapping
industry more humane,
biologists have studied ways
of making, traps more
selective. If some specific
scent or other lure could be
developed to attract only one
type of animal, the killing of
non-commercial species
might he reduced, thereby
adding to the humaneness of
trapping.
Through the testing of
various scents it was
discovered that Chanel No. 5
had a specific attraction for
wolves.
The next problem is how to
get the trapper's wife or
girlfriend to let him use the
expensive perfume on his
trapline.

program should only take
about two months to set up.
Once established, he said, the
program docs not require a
lot of money or staff. He told
those present not to be
discouraged if the program
gets off to a slow start. In
Wingham, he said, the first
meeting brought out only five
interested people but the
program did advance from
there. He emphasized that the
program has been adopted by
the Canada Safety Council.
