lagging behind last year's
total that was far from
staggering.
Statistics released from the
building inspector's office
show that permits are down
approximately 10 per cent
this year from the same time
last year. Last year to
October 1, 109 permits were
issued in the town at a value
of $2,169,045 while this year
only 94 permits have been
issued for a total value of
$1,602,694. But the decrease
has been kept to 10 per cent
over a year agodue to a jump
in permits this month.
Eighteen have already been
issued in September com-
pared to 13 last year.
The major discrepancies lie
in government and institution
buildings and single family
residential construction.
Arena .construction last year
was responsible for the major
portion of the almost $600,000
in the institution permit
value. This year it has
amounted to $87,000.
Also'last year in Goderich
the construction' of 24 new
single family residential units
accounted for a total value of
$818,000 while this year
construction has been limited
to 11 units at a value of
$355,000.
Although construction hast,
been scattered during the
year town building inspector
Roy Breckinbridge said there
are good indications that
construction will pick up this
fall and several units have
been started.
The construction of duplex
and semi-detached units is
slightly below last year's
figure of four units valued at
$185,000. Two units have been
constructed during the year
at $100,000. -
The decrease in con-
struction starts is plaguing
many communities across
Ontario and is mainly due to
land, material and labor
costs. But while people are
not building that dream home
or even stepping up to a
larger older home there has
been some growth in home
renovations.
Breckgnridge said that
renovations are gaining in
value and has become a
cheaper alternative to
buying. However,' people

"Thereis more building
and construction now in the
townships than there is in the
town of Goderich," he said.
"The construction in Bayfield
by comparison is tremendous
and certainly the other
villages around will also
grow."
Commuting has become
less of a problem today as
evidenced by the growth in
the surrounding hamlets and
villages that provide a
popular alternative.

The Ministries of Energy
and Agriculture and Food are
also involved in energy-
saving projects for existing
greenhouse operations using
renewable energy and energy
conservation measures,
developed cooperatively with
a representative commercial
grower.
The Kincardine study
consists of four components:
the heat extraction system to
remove the moderator
cooling water; the heat
transfer system (pipeline);
the greenhouse facilities; the
aquaculture facilities.
Under the terms of the
study, Ontario Hydro has
responsibility to design and
estimate the cost of the heat
extraction system.
Conestoga -Rovers and
Associates is responsible for
developing the engineering
and economic parameters for
the pipeline system from the
power plant, the greenhouse
facilities and the fish -rearing
facilities, and the overall
market potential.
The study will also identify
regulatory and en-
vironmental considerations
which would have to be taken
into account if the decision is
taken to proceed with the
project.
