Ontario has had some excellent agricultural ministers
over .the years.
Few, still living can recall the early ministers such as
Charles Drury, John Dryden, Jim Duff. or George Henry.
to name a few of them. But 1 can recall Tom Kennedy, Dun-
can Marshall, P.M. Dewan, F.S. Thomas and Billy Goodfel-
low. men who served in the portfolio in the Dirty Thirties.
the:.. war years and up to the `60s.
In 1961, Bill Stewart, took over the ministry and great
strides were made during his term .of office. When he retired
due to ill=health after almost 20 years in politics; Bill New-
man. was told he would have a big pair of shoes to fill. He
has. in my humble opinion, done a.great job. -
. 13 u I can't, help but compare him to Bill Stewart.
A gentlemen in the true sense of that word. Bill Stewart
always comported himself, with dignity. Shortly after he
retired, 1 wrote a column suggesting that he would be sore-
ly missed. in .Ontario politics. A letter from a former em-
ployee arrived agreeing with the column but suggesting 1
. did not go far enough in singing his praises.
A person who can instil that kind of loyalty 'in his em-
ployees must be a terrific person, indeed. •

northern leg of the proposed 500.000 -volt Bruce -to -Milton
power Corridor. The 'major breakthrough in expropriation
policies came when Bill Stewart asked for Premier Davis
to intervene in the dispute that has bedeviled southern Grey
County farmersin recent years.
Mr. Stewart, now a dirjgetor of Ontario Hydro, was•con-
v.inced that the farmers in the proposed corridor had con-
crete grounds for complaints against the methods used .by
Hydro employees. An indication of his former Clout in the
Ontario Cabinet and the respect in which he is stilt held be-
came clear when farmers learned he took an active part in
hammering out an agreement between Hydro and the far-
mers.
Letters are appreciated by Bob Trotter, Etdale Rd . Elmira, Ont N382C7 ^
The Grey County Corridor Committee felt that their re-
quests were being muddied along ttit way, between Hydro
emplo,ees- and -The top officials who could make, the deci-
sions.
Points hammered out in a series of lengthy discussions
between the, farm organizations, the Ministry of Energy
and Hydro officials include -agreements by Hydro. to pur-'
chase whole 'farms when owners are badly inconvenienced
by the power corridor at prices sensible and high enough
for the farmer to buy quality land elsewhere: compensation
for injurious affection on leased easement land which'would•
take into account future irfte loss.
So far. the agreement affefts only the corridor from Brad-
ley Junction near the Bruce nuclear power station on Lake
Huron to the'village of Colbeck in Dufferin County.
Immediate reaction of farmers across the province,
•though, was that the agreements will set a precedent in all
f uturle dealings with the government utility.
Farmers are fervently hoping-itwill be considered a pre-
cedent. Too many of them remember dealing with Hydro
when .the left hand wouldn't tell the right hand what it was
doing. Officials of the utility seemed to be playing one farm-
er- off against the other and constantly threw exproprf
-
toin-he (aces_ of farmers who seemed. teluctanttoaccept,
instant deals.
1 know of three or four farmers whowere offered'what ap-
peared to be a reasonable'deal on scraps of paper and were
never given a copy of the agreement. One .farmer quickly
made a.copy on his kitchen copier and.officials were actual-
lyangry.at him for doing so:
There are a great many other stories, that appear as near
attrocities in the. way Hydro dealt with farmers. Now, the
farmer will have some insurance, at least, in dealing with
the utility if the points are considered in future.
An much of it because Bill Stewart was present at the
meetings and appealed to hts old friend, Bill Davis, -to get
some fairness for farmers.
