Last year, near perfect conditions also prevailed in mid-April, only to be followed by a snowstorm and cold weatherin the last part of the month, that hurt the early seeded crops. "There are some spring grains and canning peas in," said Mr. Miller, "but the farmers don't seem to 'be in any big hurry to get on the land." The winter wheat is also coming through in fair shape, despite going in late in a record cold fall. Like last year, though, the fruit farmers aren't too happy with the warm weather, as it could bring a repeat of last year when the trees were lured into an early blossom, only to be hit by a late -April frost. Mr. Miller said he expects • the acreage of the various crops to be about the same as last year, because of fairly stable p,rices. - Waterloo for $12 million. Estimates of how much the tax exem- ption cost the Government in lost revenue have run from about $500,000 to as high as $2 million, depending on how the tax is calculated. Under the legislation the school board would have 30 days to select a site for construction of the school. The education minister said in the Legislature he felt it was regrettable that the Province was required to use force in the matter. The local board's advisory committee on French language recommended in 1969 that the school be built, and the Language Instruction Commission of Ontario made a similar sugtestion in 1974. The Liberal Party this week released a policy paper outlining the position of the party concerning small business, pointing out that the needs of small and large businesses are not the same. Small business employs 50 to 60 percent of all Canadians, and has the advantage of being able to adapt quickly to changes in the market. It is labour intensive and can create new jobs much more quickly and cheaply than capital intensive industries. The establishment of en- trepreneurial advisory centres -is recommended, to be funded by government and administered by the private sector. Another recom- mendation is a full tax deduction against other in- come for investment in venture capital corporations for small business start-ups and expansions by both corporations and individuals, and provision for government sharing of losses actually experienced by financial institutions on loans provided to small business. Government payment of payroll taxes is `'also proposed, for each additional worker employed by a'firm in a given year, up to a net gain in manpower of 10 persons, for a three-year period. The paper also makes recom- mendations in respect to the lowering of corporate tax costs of small businesses, forgiveable 'succession duty, as well as a preferential purchasing "policy by the Government.
