the taxpayers of the county.
They were once again con-
fronted with the criticism
that the board sometimes
fails to provide enough in-
formation to the people at the
right time and' in the best
way
The board readily ad-
mitted, for . instance, that
there was less discontent
among the municipalities last
year when a special meeting
was called before the
requisitions were made, to
explain the budget to the
elected representatives,; Why
had ' they not followed the
. same procedure this year?
There were all kinds of ex-
tendating circumstances
listed by the board, but none
of them mattered much to
anyone. The fact remained
the board appeared to
Goderich to be a little
haughty, somewhat aloof and
totally independent.
As well, town of Goderich
officials were reminded that
the board operation is much
more streamlined than their
own. Whether that is good or
bad is a matter for a debate,
perhaps.
But Goderich officials, all
of whom have been agonizing
over the town's budget -
literally pulling nickels and
dimes of their own committee
expenses and then chopping
mercilessly as a council at
some necessary items in
order to hold a tax increase to
a bare minimum - found it
incredulous- that board
members would leave a
budget of several million
dollars to a small budget
committee, hardly question
or probe it at af1, accept the
committee's recom-
mendation on "trust", arld
then requisition a hefty in-
crease to Goderich
ratepayers with nothing more
than a "we're sorry but it is
the best we can do".
Every single town coun-
cillor knows all the ins and
outs of every item in the
municipal budget. He or she
has been thinking of little else
for the last two or three

Any wonder then that
Goderich's town councillors
find it unbelievable that the
majority of county school
trustees knows' little more
about the budget than what
appeared in newspapers. Any
wonder that it takes time and
0 great deal of tolerance for
the local town. councillors to
come to grips with the truth of
the matter that the county
board of education does
business in a manner totally
foreign to -them? Or that the
board system may even be
acceptable? •

education members, perhaps
to the ultimate benefit of the
entire county.
Both Councillor Dave
Gower and Deputy -reeve
Eileen Palmer stressed the
fact that while the
municipality is not respon-
sible for the board's budget -
and should not even try to
justify the 'board's budget to
the ratepayers - the budget of
the Town of Goderich is very
definitely controlled by the
county school board budget
and the requisition of county
council,

Two expressions in Mr.
Leonard Warr's letter in this
week's Signal -Star still leave
one wondering just what is his
'position on the identity of
God. He refers to "the
matchless Son of God", and
"God's love in giving His
Son." su
The Bible's identification of
Grid is clear and un-
derstandable. John 9:24 AV
-tells us: "God is a Spirit: and
they that worship him must
worship him in spirit and in
truth". (Jesus speaking)
Paul says: "To us there is but
one God, the Father". (1
Corinthians 8:6AV) Moses
says: "Jehovah our God is
one Jehovah". (Deuteronomy
6:4 AS) And Psalm 83:18 AV
proclaims: "thou, whose
name alone is JEH01H, art
the most high over all the
earth."
This is the God of whom
,iesus .spoke when he said:
"My Father is greater than
I." (John 14:28 AV) This
same God disclosed at
Exodus 9:16 that his name
might be "declared
throughout all the earth In
harmony with this, at John
I :26, Jesus is reported to
have said to his Father in
prayer: "I have declared
unto them thy name, and will
declare it."
Then John comes up with
the challenging statement, at
1 .John 2:6: "He that saith he
ahideth in him ought himself
also so to walk, even as he
walked'" Which of the
"cults" or even the old line
religions is today "making
known" -God's illustrious

Miss Mary Howell has
made an excellent suggestion
Contributing to our .parks and
I am very pleased to pass it
on.
Most likely there are people
who have in their gardens all
sorts of perennials which they
play. It is here the total
picture comes into focus and
it is always the focal
municipal government that
must make the final decision,
the full impact of which their
neighbors and friends and
relatives must 'live with for
the next 12 months.
Maybe board members
understand this a little better
now. And maybe - just maybe
- board members will now
have some extra compassion
for and some additional
appreciation for municipal
councillors ' who d,o feel
sometinies like "small
potatoes" on a very Targe
grading table where only the
biggest ones are . marked
"First Choice".
