undertake a' swimming -
program at Vanastra.for year
three .Physical Education
Classes. -
The request wasapproved
by the Board. added a rider
noting. that theprogram be
carried provided "that noone
is denied„ Credit ..in Physical
Education for lack of par-
ticipation in the program".
According to an outline
submitted by Mr. Sha -w the
program would . begin on
Monday,. January 17,:. Each
student will •be. 'given two
hours of instruction per week
for six weeks. The costs are to
be 'borne by the students and
the Physical Education
budget at the school.
Classes are to be held 'on
Monday and Wednesday, and
each lesson would be ap-
proximately one hour in
length..
Consent forms will be sent
home with the students
outlining the program, costs
and the responsibility of the
school
The Board approved the
request keeping in mind that
swimming . , instruction had
been approved for elemen-
tary school pupils by a 1975
motion.
In other business at
'Monday's meeting the Board
approved payment of the
general insurance coverage
renewal ,through' the Frank
Cowan Company Ltd. for the
year November 1, 1976 to
November. ' 1, 1977.at a

According to ' Maurice
Bean, first vice president of
the Huron County Federation
of Agriculture, farmers
should take oil and gas leases
seriously. A number of
inquiries have been coming in
from the area offices in this'
regard, he said.
Mr. Bean said farmers •
should request the person
representing the oil company
' to produce his- licence from
the Ministry of Energy before
'discussing any oil leasing
arrangements.
The going .rate for leasing
land is $1,00 per acre.
However the Federation of
Agriculture notes that some •

property at fifty cents per
acre. -•
Farmers should know, Mr.
Bean said, that the lease will
be registered to their deed for
the -total term of the lease, If
an oil company is in default of
payment in subsequent years
the land owner will discover
that this lease remains at-
tached to his deed until either
the oil company release it ores'
the farmer gets legal help to"'
provide that the said lease is
in default.
The Ontario . Ministry of
Natural Resources provides
alloil companies with a
standard lease with sections
to protect the land owner
from future liabilities. This.
lease is not intended to
restrict in any way the use of
other lease forms in regard to
drilling for oil. All oil com-
panies must also apply to the
Ministry . of Energy for a
drilling permit. At this point
the Ministry of Natural
Resources insists on a strict
control of all construction to
protect the land owner.
Mr. Bean recommends •. that
farmers should get legal
advice if they are in any
doubt about entering into an
agreement with • an oil
company.
In practice, he points out, it
has been established that
farmer leasing with major oil
companies have few com-
plaints or' concerns but far-
mers should investigate and
get as . much information as
possible before Signing.

In 'a report submitted to the Huron
County Board of Education on Monday,
Superintendent of Education R. B. Allan
told the Board members that enrolment
in .night.'scho5l programs had dropped
across the County by approximately one
hundred students.
His report noted that this was the first
drop in a number of years and suggested
"it may be attributable to the increased -
fees or -the sharp -reduction ..in_ .th P amount__.
of newspaper advertising brought about
by educational restraints in 1976." '
Mr. Allan also pointed out that in his
announcement; regarding the 1977
General LegislativeGrants the Minister
of 'Education had said that for the up-
coming year the maximurri enrolment
recognized for • grant purposes for
continuingeducation will be.Jimited to'
the. enrolment.' recognized . for such
purposes in 1976.

According to the Ministerial ' an-
nouncement this is an interim Measure
necessitatedby the widely . differing
interpretations of the definition of
"continuingeducation."'
In view of this, the Minister said, vf,,e
will in 1977 review.. our policies and
procedures regarding the funding of
continuing education. _Proposals will be
circulated • to invite comment from
arhooLboards.and from the-eommun'.ity.' ,
The Superintendent, of Education's
report also presented some of the -night
school statistics for 1976. There are 333
persons enrolled in 22 courses at Central
Huron Secondary School,' '403 in 23
programs at the Goderich and District
Collegiate, 215 in 15 course's at F. E.
Madill Secondary School,. •50 . in five
courses at Seaforth District High School,
and 455 in 27 programs atSouth Huron
District High School. ,
At the October 18 meeting
of the Board, the large in r

relative to fire insurance
'policy renewal was discussed
and it . was agreed that the
Superintendent of; Business
Affairs, R.B. Dunlop, should
discuss the matter wixi' the
insurance consultant: who had
previously been retained by
the Bloard.
In making his recom-
mendation to the Board that
the premium payment be
approved, Mr. Dunlbp noted
thata the consultant did not
feel that ° the Board ' could
better itself at this time with
respect to the current in-
surance market without .
running a ..certain amount of
"risk.
"His advice would be," Mr.
Dunlop: noted, "to live with
the existing renewal for this
year._ and give consideration
to a possible reassessment of
the situation in August of
1977."
Higher fees
for driver ed.
Huron County... Board of
Education approved an in-
crease in fees payable to
teachers conducting driver
education courses when it
met at its December session
on Monday.
The ' .Board ' will pay,
retroactive to September of
this year, $59.40 -per student
graduate for in carin-
struction and $10.80 per
student graduate for
classroom 'instruction. The
increase represents eight per
,cent across the board and is
effective for the 1976-77 school
premium cost of $82,021.07. year.
