western Ontario Mine Rescue
..Station under the same°
• program and government.

the government investment

building •project which will
provide facilities to house the
new equipment and material.
This group of six miners from the Domtar Sifto Salt Mine at
GodGrich represent the first graduates of a provincially
standardized mine rescue training program which will see
a team of 18 qualified men based at the local mine. Left to

Committee Chairman Joe
Kerr told Huron County..
council Mast Friday that
preparations were underway
forthe coming winter. '
We are putting up treated
sand and salt sandpiles at
each of our three, patrol
yards, he explained, :and
preparing our plows and
sanders for the tough job
• ahead.
'Huron owns six grader
plows, four truck plows, and •
four salt -sander trucks along
with three front,,pnd loaders.
I•n addition the County rents
three truck plows, one grader
plow and three . salt -sand.
trucks.
The roads committee
report- explained that the
average snow plow route 'is 25
miles long. The length of each
route is dependent on the •
snow and wind condition -in
the area and• varies from a
high Of 30.5 miles in the south
of the County to 22 miles in
the -north. Routes are manned
• by only one, nine hour shift.
This compares to the
average route of eight to '12
miles on King's Highways._

committed to do the best we
can with the .limited funds.'

disposal... A mild winter
means we have -extra money•
for construction projects. A
severe winter means we have
to eat into our construction
budget to finance the extra
plowing and sanding."
The road report also noted
that the County .road and
bridge construction projects
are now 99 per cent complete..
The bridge androad ap-
proaches at Henfryn on the
Huron -Perth. .boundary ./ are _.
now complete. • The County
will: be billing. P.etth Couri•ty
for their 50 percent share of,
the costs.
The paving of Road -19 from
Ethel to Molesworth was
completed on October 18. The
complete , re -construction of
Road 30 frori Road seven to
one and one half miles north
of Lakelet is also complete.
This project included some
rather tricky . swamp ex-'
cavation accortng to 'the:
County Engineer, to the depth
of 16 feet below water.
Work is new in process on
.completing survey ' plans,
purchasing property and
arranging with Ontario
Hydro and the Bell Telephone
Company to relocatepoles on "
the projects which are
planned for -.1977. T•he major •
__projects for that year, which
were' approved by council in
the Long Range Construction
Program in 1974, • are ,,the
•completion of Phase Two of
the Lakelet-Clifford road
(two and•one half miles) and
Road one" from Benmiller to
Carlow (3.8 miles).
The county engineer
reported, that he .expected all
projects to be completed
within the budget and that the
county could have a small
surplus or deficit depending
on the severity of the winter
weather . in November and
De'cember.
Engineer J. W. Btitnell told
council that damage to signs
and equipment due to van-
dalism continued to be a
• major concern and moreso at
this time of year with
Hallowe'en falling on a,
Sunday' "which - will un-,
• •doubtedly lead to three nights
of damage rather than',the
usual one," •
• The cost to the taxpayers of
the damage is the minor of
-our "two concerns,. he said.
"We have already replaced
more than 400 cedar sign
posts, 90 percent of which we
estimate • were broken or
Stbieirr•by-vandals rather than
broken in a vehicle accident.
Our prime concern is the fact

"children" of all ages (six to
60) and the gnly hope of
reducing the. 'vandalism is:

although to date this has
proven of little use." •
Mr. Britnell predicted that
the County would have 75 to
100 signs either stolen or
damaged over the Hallowe'en

Council heard that the Road
Committee is in the process of
preparing the 1977 budget.and

The Ministry of Transport
-and Communications have
not as yet advised thecorn-

mittee of the amount 'of the
subsidy funds for 1977 and the
committee -can. therefore not
determine the County share
of the total budget.
The Ministry has advised
that this information will be
m'ade available by December
of 1.976 rather than late
January as has been t e. case
in past.

Executive Committee and
reported that still only four.
members have been ap-
pointed to , the Board of,
Directors. These were Harold'
Knisley of Goderich, chair-
man; Jack Delbridge,
Exeter; Frank Si11s,Seaforth
and Mr. Flett of. Clinton.'
There are three members
yet to be appointed by the
Federal Government. J.H.
Lyndon is the manager of the
Authority.
Mr. Flett discussed matters
in'cl`uding admission of
tenants to housing ' pits,
caretaking arrangements
and the proposed budget for
1977.

housing now occupied or

Huron County Council•
learned at their regular• -
meeting last Friday that the
Ministry of Transportation
and Communication have
agreed with a County request
that. Huron be allowed to take
the $28,800 out of court set-
tlement:from a contractor as
a "receivable" in 19.76 rather
than in the years the repair
work•M question was carried
out.
The $28,800 settlement
between the County and the
contractor responsible for
construction of a retaining
wall at Saltiord was accepted
and announced earlier this -
year but it was unclear
whether.` all , the payment
would ge to the •County or if
part would have to be paid to
the Ministry.
The Ministry approval is to
Huron's advantage as it has
the effect of increasing the
1976 subsidy allocation by
that amount.
County Engineer J.W.
Britnell noted that this was
deficit which is presently.
being paid -133t. local
municipalities should become
a County responsibility. M'r.
Flett agreed to bring up those
points for consideration at the
next meeting of the Board o
Directors of -the Authority.
The County Executive -
Committee agreed . that the
Board et Directors of the
' Authority, or Mr. Flett if not
the entire board, should be
invited to attend a meeting
again .later on, perhaps in the
spring when the functions and
responsibilities of the
Authority will be better
established.
The Executive Committee
has been considering the
possibility of the . ,County
establishing a non-profit
housing -authority for and
operated by the County, The
matter was deferred for the
present time however.
The Huron County Housing
Authority is , under the
jurisdiction of the London
Branch where J.D.-Cook- is
Branch Manager. The
Goderich and Clinton Housing
Authorities have been
dissolved and the new
Authority is riow reeponsibie
for the whole o•f Huron'
County.
