' As . described by Rhodes, the main objectives of the -Ontario Downtown Revitalization Program are:- . To revitalize core areas in A The Steering Committee for Jubilee Three, .Goderich's 150th anniversary, Would like to see the year of celebrations start with a bang. SeVeral`of them for that matter. - .._ Plans made at. the: last committee meeting- call for welcoming 1977 with a gurt, salute and a number of ways to 'make this possible are under examination including' the possibility of obtaining an artillery piece from the ar- med forces for the occasion. The roar of guns will alsobe accompanied by the chiming.. of church bells, the wail of sirens— and fireworks. This symphony of sound is planned for the court house' park at midnight December 31;1976. The uproar is. being.planned . primarily. to bring as: many residents .as. possible fro.m their private new year parties. to The Square to help `- welcome in Goderich's 'Ttri- e smaller and medium-sized Ontario municipalities with a maximum population of 125,000. To stabilize or improve the property and business tax base within these , ;ntown, wit Jubilee. Term; e plans have also been made for a snowmobile torch light parade around The. Square. .fn •other business at last week's meeting; the com- mittee members observed the need for more community input to the celebration plans. "Such a project: 'would be expected to generate ad- ditionar"'revenue ' to the municipality .in the form of refits and -or taxes. In ad- dition, the project must act as a seeding element'or a spur to otherr downtown im- provements," he said. • To qualify for:assistance; a municipality must: Have up to a Maximum population of 125,006 persons as of the date of formal: ap- plication to the Ministry of . Housing. Have an approved official. plan with policies concerning the downtown, :aid also must • 4 • have.a property maintenanc and occupancy standards byF law applicable to .commercial and residential buildings. Show evidence of strong municipal council and public supportfor revitalizing, and the project must be` capable of „ iag,,,.poompleted five years of provincial e t. . commitm rl, Demonstrate that it has the. financial and admtnistrative resources, to tarry out the project. • . " i • eligible ' costs Rhodes sa ,d would include, the acquisition, and -or clearance of land for,a revitalization project in- cluding relocation costs Of• residential tenants if any; the acquisition and rehabilitation of . an existing' key anchor building; and the installation of a public open or Covered mall, transitway or semi - mall, - . . Improvement, relocation and - additions to'ancillary services such• a water, sewers and -or roads.where such improvements will result in revitalization, will also be eligible. iYlunicipal administrative costs relating to the im- plementation of ,the project can _be included in the total approved costs, but will' be limited. - . Rhodes . said the total' provincial recovery would be limited to 110 per cent of the initial provincial two-thirds contribution. However, repayment is contingenta�,.upon `additional revenue being created for the municipality. • There. is• no within fixed- .permed for this loan - recovery: -- Recoveries could come from the sale or lease of any cleared land or buildings. of the project from sharing in contingent income, or from leasing ;space in malls and semi malls, - "In all- cases two-thirds of such recoveries wpuld return to the province an!d one-third to the municipality," he said. • If and when such a project results in additional tax revenue, the recoverable proportions will be reversed: The municipality would receive two-thirds of such new tax revenue and the.. province one-third mihich :will be applied to the provincial. loan recovery. .:F.i ian,ci:al..assistance'will be_ committed on an annual basis for implementation of projects where there is clear evidence of past, sluggish, private sector renewal ac- tivity.
