that; it Was not willing to grant such an increase until
significant improvements had been made to the licensee's -
technical facilities...The Commission has .reviewed the
' technical facilities of this system and is satisfied that the
service provided is' adequate under the cir.cumstances.._-
given the distance of the system from the originating
stati_bt.ts and other interference ,factors over which the

' The., Commission :APPROVES • the 'reception' and
distnbutitii of -CICO-TV-28 Kitchener, Ontario. The
licensee, proposed to distribute CICO -TV -28 on channel '6.
As stated in a number of decisions, however,. the Com-
mis5io'h considers ttiat,, wherever technically feasible; the •
prograrhming of OECA should be distributed on a uniform
channel by cable television undertakings in order to.
fa'cilit'ate identification. The licensee must therefore
..distribute ClCd TV:28 on channel 2 and advise the.
Commission' of the channel on which it proposes to
distribute 'WJBK TV Detroit, Michigan, -now distributed •
on channel 2. . -
