for municipal purposes.
Council became involved in a day care
controversy during the year, after the
operators of a day care business, couldn't
find suitable accommodation for the
business. Council investigated the pro-
posal to build a day care facility at its
Cambridge Street community centre com-
plex but the matter was voted down.
The county of Huron also had its share of
controversy in 1986, beginning in February
with a vote to dissolve the library board
and replace it with a committee of council.
Council argued that it would have more
control if the libraries were governed by a
committee. The matter, as a Private
Member's Bill, has yet to pass.
Later in the year, the MOH resigned, the
chief librarian was asked to resign and the
county also lost services of its engineer,
Bob Dempsey, who took another job.
The year may be remembered for its
foul weather. A severe storm in March
cancelled the opening day of Young
Canada Week, the first time in memory
that has happened. Later in the year, rain
would threaten local crops and high lake
levels would destroy beaches and threaten
cottages, businesses and marinas along
the Lake Huron shoreline.
Five young people were killed in two
separate accidents during July and
August. Three died in a single cal' crash in
Goderich Township July 7 and two young
people were killed in an accident in
August.
The Year 1986 was also one of celebra-
tion as neighbours in Colborne Township
and Port Albert celebrated Sesquicenten-
nials. Colborne Township residents
celebrated during the month of July while
residents of the hamlet of Port Albert stag-
ed an ambitious four-day program of
events and celebrations. In the town of
Goderich, the first annual Tiger Dunlop
Days unfolded during the middle part of
August. The celebration will become an
annual event.
The people of the town of Goderich got
an opportunity to participate in the
development of a master plan for recrea-
tion and facilities. Several public meetings
and'surveys were held and the master plan
will be presented to council in the new
year.
There was great concern at the Domtar
Sifto Salt mine as two methane gas explo-
sions closed the mine for extended periods.
In the first explosion Nov. 13, technician
Dan Bizier was severely burned and re-
mains in hospital in London. The second
explosion in December forced the closure
of the mine for several days.
