The Goderich Signal-Star, 1986-12-24, Page 3rrt kJ itoi; :uteri Following a year-long round of negotia- tions, the Town of Goderich has reached a settlement with James and Leslie Rourke, over a dispute about property boundaries along Lake Huron. The town has acknowledged it does not have a licence of occupation over one sec- tion of the land in question. "It was definitely Rourke -owned proper- ty," explained Town Administrator Larry McCabe. Basically the town agreed to pur- chase this portion of the land from the Rourkes, for $40,000. The Rourkes also gave up claim to another disputed parcel of land. McCabe pointed out the negotiations with the Rourkes were "never anything but amicable." After receiving their pay- ment, the couple made a donation of $40,000 to the town, for parks and water- front usage. The settlement will allow the town to continue with develoment along the land in question, including some erosion -control work. The town also agreed to construct and maintain a chain-link fence and plant a row of trees in the area to reduce noise and agreed to use its best efforts to reduce,dust and noise from the roadway. In addition, the town agreed not to erect or permit to be erected any buildings or recreational structures west of the fence. The settlement "has insured on-going public access" to the land in question, said McCabe, adding that "there will also be some development in the area." McCabe said the only difference bet- ween the agreement with the Rourkes, and agreements between the town and five other area property owners, is the provi- sion for the construction of the fence. The dispute first arose over a year ago, when the Rourkes filed a Statement of Claim for all land from the front of their property to the water's edge. Police commission approves PUC use of monitoring system Police Chief Patrick King will be contac- ting PUC Manager Evert Middel to discuss the PUC's request to have the police department monitor the security and alarm system for the Water Treatment Plant and after -hour emergency calls for the PUC, the police commission decided at Wednesday's meeting. The commission recently received a let- ter from Middel advising them of the PUC's requirements regarding tapping in- to the police department's monitoring system with a view to determining if and at What cost they could handle the Water Treatment Plant .security and alarm system calls, and the PUC after -hour trou- ble calls during the hours the Water Treat- ment Plant is unmanned both before and after completeion of the automation pro- cess. Chief King noted the PUC's intended system was that of a telephone dialing system which consists of a unit that is pro- grammed to calm the police or another number with a recorded message should something unusual be detected at the plant, whether of an operational or intru- sion matter. This type of system allows for 24 hour coverage, seven days a week, he noted. , King also said approval from the four re- maining municipalities who use the system was not needed because the phone call is no different than an ordinary phone call coming in. "Many businesses have similiar alarm systems and there are similiar alarms in effect all in all of the towns. The police department has no idea of the number of people who have alarm system's that call the police department in the event of a break-in," King said. He added that the system does not have to be programmed to call the police first, but that it can be pro- grammed to call any series of phone numbers. It was noted that the PUC does not predict much activity with regard to intru- sions and operational problems once the plant was fully automated, however, there are a number of trouble calls at the pre- sent because the automation process is not complete. The commission decided that the PUC could hook into the police department's monitoring system, however, the system should be programmed to call PUC .per- sonnel. if the problem detected is opera- tional or the police if it is an intrusion. Chief King is to contact PUC manager Evert Middel with the commission's deci- sion and to hold further discussions with him concerning cost of the hook-up. He King will then report his findings to the police commissioners. Oegema, a turkey producer from Elgin County, did not seek re-election. Oegema will remain on the executive for one year as past -president.
