Soybean
growers
question
payment
Ontario growers are very concerned
about t le "low level" of assistance provided
for soybeans under the Special Canadian
Grains Program recently announced by

We were very pleased when the govern-
ment announced that a special payment of
$1 billion would be provided to Canadian
grain and oilseed producers,"- said Soya-
Bean Board Chairman Maurice Waddick, 2
"but extremely disappointed in the method r .
used to calculate the losses which have been w
experienced by soybean growers." 0
Under the program, soybean growers will
receive a deficiency payment of approx- Q
imately $6.50 per acre, wheat growers will
receive $26.00 per acre and corn growers 0
$33.00 per acre.
The payments were calculated according I -1 -
to the drop in market prices experienced by 0
grains and oilseeds grown . in Canada, but J
failed to consider the partial compensation
which will come from the federal -
agricultural stabilization program.
"What and corn prices have fallen by a wm
greater degree than soybean prices but they
will also receive a greater degree of govern-
ment support under existing programs," z
Waddick stated. "By not considering all of 0
these details, the calculated deficiency pay- EL
ment for soybeans is much lower than it o
should be in relation to other crops." 0

Board officials have been discussing the ine- w
quity with federal members of parliament 0
and Agriculture Canada bureaucrats.
"M.P.'s of all three parties have been sup-
portive," acknowledged the Soya -Bean w
Board Chairman, "but we really need to m
have all soybean growers contact their local
M.P. to explain how this inequity will affect <
their future farming practices: 0 .
The soybean industry is concerned that
the wide variation of support will encourage
farmers to reduce their soybean acreage in
1987 and plant more wheat and corn which =
are already in a surplus supply. w
Don Ottaway, the president of Maple Leaf 0
Monarch, a soybean processing company, u -
stated that "the proposed relatively low °n
deficiency payment .for soybeans will 2
definitely result in a reduced Ontario soy- -
bean crop creating further economic hard-
ships

competition is less, costs are higher and ser-
vice options fewer. 0
"Fortunately, we had the U.S. experience -
with virtual deregulation to draw on and 2

prevent market disruption and safety pro- . _ -

"Thus after detailed deliberation; I have 0
introduced three complementary bills, The LI -
Truck
Truck Transportation Act (TTA) amend- °6
ments to the Highway Traffic Act (HTA)
and the Ontario Highway Transport Board =
Act (OHTB)." c
The TTA replaces the existing and out- 0
moded, Public Commercial Vehicles Act.
The basic change will have applicants .Q
demonstrating their capability to provide a w
service rather than establishing a need for a
this service. ~
In addition, there will initially be a provi-
sion for a hearing where there is concern the 0
new service is not in the best interests of the
public. Li_
Allapplicants, or their employees, will r;
have to hold a ministry -issued "Certificate
of Competency," attesting to their ability to
operate trucks safely and within the law.
"The emphasis on safety," Fulton pointed
out, `is being entrenched in the HTA, pro-
viding for the close monitoring of operators
so irresponsible ones can be more readily
identified and dealt with."
This will be accomplished by amend-
ments to the HTA. They will require all
truck operators, whether for -hire or private,
to register under the "Commercial Vehicle
Operator's Registration" (CVOR) and
carry a copy in the truck at all times.
"Until now, it has been difficult to
penalize the proper person for infractions
when he, or she, is not the owner or driver of
the truck," Fulton said.
Under the amendment to the OHTB Act,
the Board will have the power to review the
performance of truck operators and suggest
possible disciplinary action when
necessary.
"Finally, I would like to point out this
legislation is the result of extensive con-
sultation with representatives from the for-
s hire trucking industry," Fulton said.
Vlihile I am reluctant to single out any one
group, I want to corknend the Ontario
Trucking Association. Throughout the pro-
cess, the OTA has provi'de11 helpful insight.
"These acts also reflect discussions I have
had with my federal, provincial and ter-
ritorial counterparts during which we have
made concerted efforts to ensure consisten-
cy in trucking regulations all across
Canada."
