Landfill site could cost Goderich and area $700,00
Opening a new landfill area and closing
the existing fill area is going to cost the
Town of Goderich and neighboring
municipalities involved with the
Holmesville Landfill Site approximately
$700,000 over the next three or four years.
In a report to Goderich Town Council at
their Dec. 8 meeting, the area Landfill Site
Committee revealled the results of an
authorized study done by Conestoga
Rovers and Associates on the land fill site.
Tony Crutcher, of Conestoga Rovers, ex-
plained to the committee that work
authorized to date is completed. He said
there is an area ui approximately 14 aei vs
to the northwest of the existing landfill
area that is available for landfilling with a
life expectancy of 13 to 17 years. Hydro -
geological testing has indicated the pro-
posed area is snore suitable for landfilling
than the portion of the site currently in use.
In order that the site meet with Ministry
of Environment criteria, he explained,
leachate removal must be commenced
with the leachate treated, probably at the
Goderich Pollution Control Plant. There
will also be a closure cost on the former fill
site.
To prepare the new area for landfilling
will cost an estimated $120,000. Installation
of a leachate collection system is
estimated at $100,000.
Closure of the existing area is expected
to cost $205,000. However. Goderich Ad-
ministrator Larry McCabe points out that
grants are available for closure and the
committee has appliegd for a 50 per cent
grant on the $205,000"figure.

Conestoga -Rovers and Associates will
also be required to carry out design and
engineering work in 1987, costing approx-
imately $40,000 including a legal agree-
ment preparation.tLeachate removal will

control plant and cost of this haulage could
be as high as $70,000 per year if an outside
contractor is required. If the committee

for roughly another 15 years. These
estimates are based on the assumption the

operating cost to site owner -operator
George Lavis or the future owners of the
site. The operating cost is $220,000 per year
in 1986 dollars, adjusted in accordance
with inflation. This payment is in addition
to the $700.,000 in capital costs estimated.
Since costs will be distributed over long
periods, McCabe said they will not create
as large a financial burden as might be
expected.
"So much of it ( the cost) can be staged
that it's not going to be as dramatic as it
sounds," he explained.

Costs to the municipalities involved are
determined 'on a population basis, with the
Town of Goderich paying a 48 per cent
share and the rest divided between other
municipalities.
The landfill committee are also awaiting
a determination by the Ministry of En,
vironment on whether a full enviromental
assessment or an environmental protec-
tion process is required. This is neccessary
because the only the original users off the
site, Goderich, Clinton and Goderich
Township are approved to use the present
site. However, Bayfield, Colborne
Township and Lucknow have become in-
volved in use of the site. to the
'the committee has applied

ministry's approval of the present users of
the site in order to avoid either of the
above processes.

The price of land for sale in the Goderich
Industrial Park has been raised from
$7,500 to $8,000 per acre. roved the in-

from the Economic Development Commit-
tee. The motion, approved at the Dec. 8
session of council, calls for a minimum
sale price of $10,000 on most lots. The
$8,000 price does not extend to two parcels,
one fronting on Hwy. 21 and the other on
Suncoast Drive, which will sell for $20,000
per acre.
The motion to increase the land price
came in result of a recommendation by
Works Commissioner Ken Hunter, who has
recently completed an inventory of the in-
dustrial park land.
The report indicates an unoptioned 96.35
acres of land is still available, including
the recent annexation of the Crich proper-
ty from the Township of Goderich.
In other business, the committee moved
that representatives•of the town meet with
local industry to acquire information as to
how the town or the committee can assist
them in their future plans and develop-
ment: This will serve as a possible interm
meeting for the proposed Spring Apprecia-
tion Night:
The committee also recommended
against attending the Opportunities
Canada Conference to be held in Toronto
next March. The goal of the conference is
to link foreign investment to local
businesses in Canada and create jobs and
expand the Canadian economy and in-
dustrial base. It is attended by delegates
representing 29 different countries.
The commiteee felt attendance at the
conference would require a great deal of
organization and would not prove
beneficial unless local industry required
foreign investment to develop
produt or

for their consideration.
Scott Tousaw of the Huron County Plan-
ning Department advised the committee
that Ken Bowden of the Ministry of In-
dustry and Trade was interested in holding
a seminar in Goderich on Jan. 27. The pur-
pose of the seminar is to provide informa-
tion to individuals on how to start a small
business. The committee gave their ap-
proval for the seminar to be held. The only
cost to the town is to be for advertising the
event.
