Cheryl.-39nx datta Draft flood policy released A draft policy statement on flood plain planning was jointlyreleased for public comment recently by the Ministers of Natural Resources and Municipal Affairs. It proposes greater flexibility in addressing development on flood plain lands, Floor plain policies were first approved by Cabinet in 1979. These policies underwent a format public review in 1983 with the establishment of the Flood Plain Review Committee. Since that time, work has pro- ceeded on revisions to the policies. "These proposed revisions to the policies would result in greater consideration of local needs and conditions." Natural Resources Minister Vincent Kerrio said. "They would also provide more oppor- tunities for public input into flood plain managment decisions." Municipal Affairs Minister Bernard Grandmaitre 'said, "The draft policy state- ment emphasizes greater recognition of flood plain management in the land use planning process in Ontario": Mr. Kerrio said, "Although changes are proposed, the basic concept of flood plain management remains unchanged - to en- sure that new developments are not suscep- tible to flooding and to avoid problems for existing development." Flood plain management will continue to be administered on a watershed basis by the conservation authorities of Ontario or by the Ministry of Natural Resources where con- servation authorities do not exist, together with the local municipalities and planning boards. "To date, this is the third policy statement initiated under section 3 of the Planning Act." Mr. Grandmaitre said. "The first, on mineral aggregate resources, has been publicly reviewed and formally approved by Cabinet. The second, on foodland preserva- tion, has just recently completed the public review process." Copies of the draft flood plain planning policy statement are being distributed to all Municipalities, interested groups and in- divldualS, and various public agencies. As well, all those who provided comments on Reviewthe Flood Plain Committee are alsoations ofhe being forward- ed orwaded copies.
